National Assembly Increases Fuel Subsidy To N521bn

Supplementary budget now N573bn

The Senate monday compelled the federal government to increase the N413 billion fuel subsidy bill it submitted under the supplementary budget to the National Assembly last week to N521 billion. The new figure includes N108 billion meant for fuel subsidy in the last quarter of 2015, which was not captured in the N465.5 billion supplementary budget submitted to the Senate by President Muhammadu Buhari. The N413 billion allocated to fuel subsidy claims covered the period from January to September. With the extra N108 billion, the supplementary budget before the National Assembly now stands at N573 billion.
The decision leading to the increased budget followed the discovery by the Senate Committee on
Appropriation that the subsidy captured in the budget was only for the period January to September 2015.

The discovery was made during the defence of the budget by government agencies in the National Assembly yesterday.
The same revelation was made yesterday at a meeting of the House of Representatives Committees on Appropriation, Finance, Aids, Loans and Debt Management with the ministries which came to make their budget defence. In the Senate, the Appropriation Committee frowned on the development, saying leaving the subsidy claims for October to December out of the budget would be counter-productive, noting that it could result in another round of fuel shortages in the no distant future.
Speaking on the development, the committee chairman, Senator Danjuma Goje, said the committee was disappointed to discover that the government was laying the foundation for another
precarious situation by failing to budget for the subsidy claims for the last quarter of the year. “We are concerned because we don’t want to see this kind of situation in the next four years again. We want to see that fuel scarcity is totally eliminated 24 hours a day and fuel is available to all.

“But we are disappointed to hear that this subsidy is only from January to September. With Christmas around the corner, it will be unfortunate that after paying this money, we will come back and face this
problem again,” Goje said. Also speaking, Senator Adamu Aliero (Kebbi Central) said approving only N413 billion would amount to postponing the evil day, insisting that the October to December subsidy claims must be approved in the supplementary budget. “We don’t want a situation where long queues will surface again. We don’t want a temporary solution. We want the subsidies to cover up to December. This is unacceptable, it must be corrected. We must find a way to approve it as we enter into the Christmas to New Year period,” Aliero said.

The same position was espoused by Senator Jibrin Barau (Kano), who said it was unacceptable fuel shortages should be a recurring decimal in this era of “change.”
In her response, Permanent Secretary, Ministry of Petroleum Resources, Jamilla Shuara, said the budget had been prepared before Dr. Ibe Kachikwu and herself assumed office as the Minister of State for Petroleum and permanent secretary respectively.
Shuara said the attention of the budget office had been drawn to the N108 billion for the last quarter of the year, which was not captured in the budget. In order to save the situation, the Minister of Budget and National Planning, Senator Udoma Udo Udoma, intervened and assured the senators that a
review of the budget would be done and the new addition captured and re-submitted to the Senate by 3pm yesterday.
Shuara had told the committee that the N413 billion budget for subsidy claims in the supplementary budget consisted of the outstanding N120.5 billion subsidy claims from 2014, plus N294.4 billion for January to September
2015. However, the committee uncovered unappropriated subsidy payments to the Nigerian National Petroleum Corporation (NNPC).
Providing details, Senator Akpan Bassey (Akwa Ibom) said intelligence reports before the National Assembly showed that the total subsidy claims including that of NNPC stood at N950 billion, and the corporation had been pretending that the entire subsidy from January to September was N413 billion.

This revelation implied that the corporation has been withdrawing its subsidy claims from source without appropriation.
Bassey said: “What I was trying to clarify at the committee meeting is that we know from our own intelligence that the total subsidy today is about N950 billion. “But what the NNPC and Petroleum Products Pricing and Regulatory Agency (PPPRA) are reporting is the subsidy due to major oil marketers alone. “Major oil marketers import 52 per cent while NNPC
imports 48 per cent. So the subsidy that the NNPC is presenting, in our opinion, is subsidy due to oil majors only and we asked what is the subsidy due to the NNPC on the basis of their own importation of 48 per cent of the total fuel consumption in the country.

“We have also entered into agreement that they will take care of the exchange rate differential with the oil majors.”
However, NNPC was not represented at the budget defence, while Shuara explained that the notice of the budget defence only got to her and Kachikwu yesterday morning. She also informed the committee that Kachikwu was in Lagos meeting with major oil marketers to resume importation of fuel.
After her explanation, Senator Bassey sought for a further breakdown of the outstanding N120.5 billion subsidy for 2014 and N294.4 billion covering January to September 2015 with a view to exposing NNPC's unappropriated expenditure. But Goje intervened, promising that he would request the information from the Central Bank of Nigeria (CBN).
Earlier, the Director General, Budget Office, Aliyu Gusau, explained that the supplementary budget became compelling in view of discoveries that the amount earlier budgeted for subsidy claims by the outgone administration of former President Goodluck Jobathan was insufficient to pay outstanding subsidy claims.

According to him, additional expenditure became compelling in view of outstanding deficit, adding that falling oil prices had widened the revenue deficit, which he said compelled the government to raise borrowing in the 2015 budget from 882.1 billion to 2.103 trillion.
In his budget defence, the Minister of Defence, Colonel Musa Dan-Ali (rtd.), said N29.958 billion was captured in the supplementary budget for military operations against the insurgency in the North-east. According to him, N17.465 billion of the sum is required for the wellbeing of armed forces personnel on the field; N8.141 billion for the logistics of the air force; N4.348 billion as the balance of defence budget in the 2015 Appropriation Act; and N1.987 billion required for short service recruitment by the military. Dan-Ali told the committee that it was impossible to
wipe out the insurgency in one fell swoop, assuring its members, however, that all that was being done by the government and the military was to ensure that maximum security is provided in observance of the December timeline given to the military to end the insurgency.

He urged the committee to prevail on the CBN to extend the deadline for the enforcement of the bank verification number (BVN) for military personnel in order to alleviate the plights of officers at the battle front who have not been able to withdraw money from their accounts since the implementation began. His plea prompted Goje to plead with CBN which was represented at the meeting by a Deputy Governor, Suleiman Barau, to extend the implementation of BVN deadline for military personnel. Responding, Barau said the request had been made previously to the CBN and has since been granted.

Earlier, the Accountant General of the Federation, Ahmed Idris, disclosed that of the N557 billion capital expenditure appropriated in 2015 budget, only N274.290 billion had been released to ministries, departments and agencies (MDAs) so far. He gave the breakdown as N112.039 billion released in the first quarter; N88.792 billion released in the second quarter and another N73.459 billion which he described as capital supplementation. Goje faulted the vote of N5 billion in the supplementary budget for what he termed a “victims’ support fund” for a non-governmental organisation.

He queried the rationale for routing the sum through a non-governmental organisation instead of a government agency.
Udoma agreed and said it would be re-positioned as service wide vote.
Goje told journalists later that the committee would submit its report to the Senate today in accordance with its mandate to report back to the chamber for the quick passage of the budget.

FG To Commence Registration Of Unemployed Nigerians Nationwide

In a move aimed at actualising the planned social security for the teeming unemployed Nigerians, the federal government monday said plans were underway to register all unemployed citizens across the country.

The decision came amid the slow pace by the All Progressives Congress (APC)-led government to fulfill its campaign promise of paying unemployed graduates N5,000 as social security stipend.

The acting Director General of the National Directorate of Employment (NDE), Mr. Olakunle Obayan, stated this during the official handover by the former Director General, Alhaji Abubakar Mohammed.

Speaking on the current template to address the challenges of unemployment in the country, Obayan said: “Actually some of them (projects) are brand new and they are coming up in 2016. We are going to tenaciously pursue the employment generation activities of NDE, and we are going to expand their scope.

“This new schemes when they come on board, are schemes such that they are going to take care of the social security issues and something that will need majority of the people to get something doing.”

He stated that: Besides, we have programmes that are for the graduates of the tertiary institutions as well. We have so many programmes that have been designed such that it will improve our service delivery system.

“We are going to pursue that vigorously, we are going to start a national registration of the unemployed. That we are going to take on fully so that we will have a great idea of how many of them are around.” Obayan stated: “We have some but we are going to improve on the information we have in our data base and we are going to make sure that it is something we can access from our different locations, even if you are down in the hinterland, you should be able to do so.

“We have all these things planned in place, all these will drive as soon as I settle down which is this week and you will start seeing these activities around NDE.”

Regarding funding of such programmes, the acting DG stated that “the issue of funding is something that is hindering the NDE to even do more in meeting its mandate. How are you going to go about funding so that all visions won’t waste?

“Being in government, so many times, you have to be conscious about what goes on in your funds from here to there. Right now, we are going into PPPs so that we can extend the mileage of our funds and how many people we can reach and several collaborations as well that we are getting into.

“Some of them with the members of the national assembly, world bank, we will want to partner with DFID, ILO and so many development partners, but asides that, we try to do more in 2016 because government does not have that kind of money right now, and actually employment generation, and job creation should not be solely for government; private sectors generally, they should come on board.

“This is one of the reasons we are planning a stakeholders’ forum, where the private sector will actually know its role. It is not strictly for government, these people we train, are not only for government, they are for all.” While presenting his handover notes, Mohammed said he would leave behind an efficient workforce that had been groomed in tackling the nation’s employment crisis.

He explained that NDE has diversified into various areas in the training and mentoring of Nigerians not just for acquiring jobs but also for creating employment opportunities for other Nigerians.

Blackberry Brings BBM Mobile Money Transfer And Payments To Nigeria

BlackBerry announced Monday that it plans to allow BBM users in Africa (starting with Nigeria) to send money or airtime “as simply as they transfer photos or files.” It’s part of a wider push by BlackBerry to establish a presence in the mobile payments space, especially in emerging markets.

In Nigeria and South Africa, the company says it sees over half a million new users install BBM per month, which it believes is allowing “a network effects [to] take root in several markets across the continent.” Beyond that, it’s seeing “close to 10 million visits to the BBM Shop per month, and now over 26 million ad requests per day.”

These strong advertising numbers mean that South Africa and Nigeria “represent two of our biggest global opportunities,” BlackBerry said, adding that while “both are seen as developing economies, they are some of our top revenue-generating markets.”

The company already offers mobile payments in Indonesia, for example, an emerging country of around 250 million in Southeast Asia that still has many loyal BlackBerry users. But other popular messenger apps in these markets also offer mobile payments/wallets, including Line, WeChat (which just launched its peer-to-peer mobile wallet in South Africa), Kakao Talk, and others.

BlackBerry first pushed into mobile payments in June last year when it signed a three-year deal with mobile payments firm EnStream, a joint venture by Canada’s three largest wireless carriers, to secure and transfer credit card information between smartphone owners and banks, as we reported at the time.

Then, in August this year, BlackBerry brought mobile payments via PayPal to BBM users in Canada, under the name BBM Money.

But the reality is that the remaining BBM strongholds are fairly few and far between these days, and it seems unlikely that even BlackBerry’s attempt to get back into the smartphone wars with Android will help a whole lot on that front — at least not in the near-term.

“We’re excited to announce we’ll be expanding our mobile payment initiatives into Africa, commencing in Nigeria,” Matthew Talbot, BlackBerry’s senior VP for emerging solutions, wrote in a blog posting. “BlackBerry has partnered with Interswitch Ltd, Nigeria’s largest payment processor, to enable any Nigerian to transfer money or airtime within BBM, as simply as they transfer photos or files.”

“Separately, we are also expanding BBM Shop payment options. We’ll soon include the Firstmonie mobile wallet, which is provided by Nigeria’s largest bank, First Bank of Nigeria Limited. We’re also teaming up with Mobile Media Info Tech (MMIT), a Nigerian company working to revolutionize mobile payments, to bring secure payments to the BBM Shop.”

BlackBerry is also seeing over 20 million views per month (views, not visits) on its BBM Shop in Africa, and says 60 million total stickers have been sent and received there. (It offers 25-sticker packs “tailored to the African market.”)

While emerging markets are clearly important to BlackBerry (they’re important to all players in the smartphone game!), it seems that not all are created equal — yesterday, the Canadian company announced that it is pulling out of Pakistan over security concerns. I don’t expect it has any plans to pull out of Africa too soon, though.

Raymond Dokpesi Arrested Over N2.1Billion Arms Purchase

The Economic and Financial Crimes Commission (EFCC) today arrested the Chairman of Africa Independent Television, Raymond Dokpesi, over the spreading arms purchase scandal involving the office of the former National Security Adviser, Sambo Dasuki, and the theft of N2.1billion from the Central Bank of Nigeria (CBN).

Mr. Dokpesi was arrested shortly after noon, Nigerian time, and whisked to the EFCC, where he is now being interrogated.

EFCC sources told SaharaRerporters that on the instructions of the Mr. Dasuki, CBN paid N2.1billion to the AIT chairman.

The Nigerian military successfully repelled an attack by Boko Haram in Gulak community in Adamawa state on Sunday November 29th. This is contained in a statement released by the Nigerian Army Acting spokesperson, Sani Usman. The statement added that the troops also killed 3 Boko Haram terrorists, while quite number escaped with gun shot wounds.


A Toyota Hilux, 1 PKM gun, 1 General Purpose Machine Gun, 3 AK-47 rifles, 1 Rocket Propelled Grenade tube and 1 Rocket Propelled Grenade bomb were recovered by the troops. Other items recovered includes 1 Charger, 7 Boxes of 7.62mm Link, 1 GP 340 Hand Held Radio, 4 Boxes of 7.62mm X 54mm Ammunitions, 3 Anti Riot Hand Held Grenade, as well as 30 Cleaning Kits, 2 Packets of Artillery Primers and 97 pieces of Zela fuse.

The statement also added that troops at Gajigana were attacked by the sect members in which a soldier lost his life.

100 Boko Haram members were recently killed in a "special clean-up operation" by Cameroon's security force last week. A statement by the Cameroonian Defence Minister Joseph Beti Assomo released today, says the special clean up operation took place along Cameroonian towns that were on the border with Nigeria from 26 to 28 November.

The statement added that the troops during the operations, released almost 900 hostages, seize a large stock of arms and munitions as well as black-and-white Islamic State flags". The statement did not however reveal the identities of those freed.

Chukwueze (535 minutes) and Nwakali (630 minutes) were tied on three goals and three assists but the later was awarded as third highest goal scorer prize despite having more playing time than his teammate.

“We made a mistake at the closing ceremony of the FIFA U-17 World Cup Chile 2015 with the distribution of the adidas Bronze Boot,” Fifa wrote to the NFF.

Why I Dumped Nigeria For Qatar — Asia’s Fastest Man, Ogunode

The year 2015 has been quite eventful in athletics and one of the names that rang the bells in the course of the year was Femi Ogunode, an athlete of Nigerian origin who now competes for Qatar. Ogunode, now dubbed Asia’s fastest man, was also voted athlete of the year from the largest continent in the world.

However, not many people know that Ogunode has tried his hands on a couple of other sports before sticking with athletics. In this interview with PREMIUM TIMES’ Tunde Eludini, Ogunode tells his grass to grace story even as he sets high targets for himself at next year’s Olympic Games.

Can we meet you?

I am Femi Seun Ogunode, the fastest man in Asia.

Let us into your background.

First of all, I want to thank God, my family, my son and wife and I want to thank my friends and fans that support me. I did not just drop down from heaven to become the fastest man in Asia, but I started from somewhere, from Ondo state. I started as a footballer, then moved to boxing before I found my calling in athletics. Because of the politics of everything in Nigeria, I could not go far in football. I had no godfather and this in turn caused me not to get playing time, therefore opportunities to show my talent was really rare, I was a striker in those days. That discouraged me and I decided to try another sport.

What inspired you to pursue a career in football?

I had always had love for sports and my father was very encouraging. He told me, ‘Femi, you can be anything you want to be’ and he gave me his support when I decided I wanted to become a footballer. However I made no headway in that sport. A coach however saw me one day and advised me to pursue athletics as a career because I was a very fast runner in the time I was a striker then with nucleus Academy in Lagos, I also played with Pepsi Academy.

Give us more insight into your foray into boxing.

I got involved in boxing majorly because my father was a boxer in the army, and I decided to follow in his footsteps. I was involved in boxing for about a year but I could not endure it all. I also did not want my face to be damaged, so I decided to enter into athletics as I was earlier advised.

Shed more light as you made your first entry into athletics.

I got into athletics with the help of my uncle. His name is Segun. After I left Lagos, I went back to my home town, Oka Akoko. Segun then told me of an athletics coach who was in Akure and asked if I was interested in joining him. I readily accepted and that was how I started training with Coach Lawrence in Akure.

What was your parents’ reaction?

My parents were supportive and helped me pursue my dreams. Though they wanted all their children to pursue education, they knew from early on that I was more interested in sports. It was even my mum who helped me get my first spikes.

What gave you the conviction to remain in athletics?

The conviction to remain in athletics came in the third week I attended state trials then and I came in second and everyone wanted to know the newcomer who came to usurp the more experienced runners and that made me decide to try and give my best in athletics.

What was your first major victory as an athlete?

My first major victory was at the Obafemi Awolowo U18 Championship in Ibadan. After I won, I was like yeah now, we are getting somewhere.

Who is your driving force?

My dad. He was very supportive, always encouraging me to pursue my dreams. Though he died last year, I still hear his voice encouraging me and that has kept me going. Three of us are in sports and my younger brother is the record holder for 60 meters in Asia and the other one is involved in the decathlon also for Qatar.

How did you get into representing Qatar?

I was supposed to represent Nigeria at the Beijing 2008 Olympics, however due to some manoeuvres that I could not understand I was dropped from the team. Prior to that I had qualified to represent Nigeria at the All African Games in Algiers but some politicking ensured that I was dropped from the team despite making the trials. These acts were discouraging but I decided to keep on training and working hard because who knows, I could be favoured by one of the powers that be in the future. My dad was also a great source of encouragement because he always told me to be the best that I could be despite whatever challenges that came my way.

One day, I got a mail from Qatar asking if I was interested in coming to their country and I said yes but told them I had no funds to move. They told me to send my passport and I was given passage to Qatar. The rest as they say is history as I became a Nigerian-Qatari.

How was it for you transitioning into your new country?

It was not a hard thing to adjust when I got to Qatar. I try as much as possible to adapt to whatever new place in get to, immersing myself into the culture, that way, I am better focused for the task ahead.

Can you please give as a recap of how the season was for you?

My season went well. After the Asian Championships however I suffered injury that laid me up for a while. I was only able to return to training three weeks to the World Championships and that was why it seems I did not do as well in that event. I am.

Why Femi Ogunode Foundation?

I believe in giving back to people. While I was growing up I saw how we young athletes suffered to make headway in athletics. Nobody gave us a chance to showcase our talent. Last year, I thought within myself that it was time to give back to the society especially the young athletes as it seems that the body in charge of athletics here in Nigeria has better things to do than develop the sport at the grassroots level. So I decided that if I start this foundation, I will be helping athletics at the grassroots level.

What is your evaluation of the maiden edition?

I saw that many would be the future of Nigeria if programmes are organised to help them develop the potential they have. If they can keep them together and organise training camps for them, they will shine at the world stage.

What are the plans for the event?

The plan is to keep some of the best talents together and ready for competitions in the future. It is one thing to recognise talent, it is another thing to develop them. What our foundation will try to do is help nurture the talent we see.

What setbacks have you had and how were hey overcome?

I have a mentality that says if you want to succeed, you must face challenges head on and overcome them. This has been my policy and this has helped in such a way that instead of challenges being setbacks, they have become stepping stones to greater things because I do not give up.

What is your take on athletes that dumped Nigeria but are coming back to give back to the society?

I will advise that they follow their heart and do what they want to do. They should not listen to side talks because no matter what you do people will always talk. I, for one, do not listen to what people say because no matter what you do, you will be criticised. If that is then going to be the case is it not better you please your conscience?

If Nigeria fails to respect athletes and give them their due in terms of training, camps etc, they will find out more and more people switching allegiance and going to represent some other country.

What is your target in Rio 2016?

My target is to get gold at the Olympics. Yes I know the world’s best will be present, Usain Bolt and the others but I know with hard work and God on my side, I can shock the world.

It’s good news that Majek Fashek’s visit to rehab has actually worked wonders on him.
The Nigerian reggae legend was looking healthy when he appeared on Tyme Out With Tee A on Sunday, November 29.
Since coming out of rehab, Majek Fashek is looking more like himself before alcohol and drugs took a toll on his body.
To fully explain what the rehab was to me, I have a song titled, a living dog is better than a dead lion. It captures how I feel. I give thanks to the Most High for where I am today” said the legendary singer in a Daily Post interview in October.
For me, it was an opportunity to dry out. They say recovering addicts return from rehab dry, but, somehow, after a month or a year they go back to their old habit but I must say I have been vilified.
I have heard people say all sorts of things about me, but I need people to understand that stress can make anyone do anything. It is true that I have an addiction, but I trust that I will be fine” he further said.

Dasuki: Buhari On A Revenge Mission With Corruption Fight – Fayose

Governor Ayodele Fayose of Ekiti State, has described Tuesday’s arrest of the immediate-past National Security Adviser (NSA), Col. Sambo Dasuki (retd) by men of the Department of State Services (DSS), as continuation of President Muhammadu Buhari’s regime of vengeance, saying “disobeying court order and later arresting and detaining the same person the court ordered to be allowed to travel abroad for medicare is the peak of dictatorship.”

Governor Fayose, who reiterated his support for the fight against corruption, maintained that it must be done within the ambit of the law and must not be used to seek vengeance.

He declared support for Dasuki’s demand for an open trial as against the federal government’s demand for a secret trial.

In a statement issued in Ado-Ekiti, today, by his Special Assistant on Public Communications and New Media, Lere Olayinka, Governor Fayose said “after flagrantly disobeying court orders, whatever that is done or said by the Buhari-led government concerning Sambo Dasuki will appear vindictive and it remains to be seen how a government that refused to obey the court will now charge Dasuki to the same court.”

He called for caution on the information being giving by the federal government to the public on its anti-corruption, saying trying people in the media as being done by the federal government was dangerous to democracy and rule of law.

The governor said; “Again, is it the duty of the DSS to investigate fraud? If Dasuki committed fraud as being alleged, why not let the appropriate government agency handle his matter? Why first torturing him emotionally with the DSS siege on his house?

“My position is that, since the federal government said report of its panel indicted Dasuki, why arresting and detaining him? Why not charge him to court so that he can also accept guilt or defend himself?”

Nigerian dance-hall singer, Burna boy expressed his sadness at the fact that he is yet to receive any music awards despite his consistency in dropping hits.

Fulani herdsmen murder a palmwine tapper in Delta state

A 30 year old palmwine tapper, identified as Mr. Inibu, was killed yesterday by suspected Fulani herdsmen at Ofagbe community, Isoko North Local Government Area, Delta State, while trying to collect palmwine in a bush along the community’s road to Ashaka, in Ndokwa East Local Government Area of the state. While another man, Mr. Thompson Ogege was severely injured by the herdsmen.


The Olotu-Logbo of the Ofagbe Kingdom, Othuke Omejedo said:
“One woman ran to me that as she was going to the market, she met the lifeless body of a boy lying on the ground on the road leading to Ashaka. She said another one was injured.”
He said the body of the deceased had been deposited in a mortuary at Ozoro, while the one that was injured,  had been taken to a nearby hospital.
Omejedo said the injured victim told to them that they were attacked by the Fulani herdsmen as they were tapping their palmwine.
He said:
“We have never had any problem with the herdsmen because they have not been living in this community.”

In a new interview with Encomium, the father of six children from three different mothers says he is not certain if he will be welcoming a new baby in the nearest future.
When asked if he will be having more babies he said “More babies? Well, I don’t know, still calculating” he said.
My job takes me away most of the time and sometimes I spend only two days in a month in the house, but I try as much as possible to create time for my family, despite my busy schedule. In Africa, you never stop counting babies until you stop, but I’m good, just kidding” he further said.
In the interview, 2 Baba also spoke about how he now handles female fans who want ‘extra attention’ from him now that he is married.
