Why We’ve Not Commenced Recruitment Yet Into Police Force – Arase

The Inspector General of Police, Solomon Arase, said police had not commenced recruitment due to lack of finance.
Arase gave this explanation during an interactive meeting with security stakeholders in Akure on Friday.
He added that training, welfare and salaries of such recruits required a lot of money.
He called on police personnel to respect security stakeholders to ensure effective policing.
According to him, police personnel in the state need the cooperation of concerned security stakeholders to ensure security of lives and property.
“Our officers should respect the traditional rulers, religious leaders, transport workers and other groups to enable them do their job professionally.
“They should communicate with them to get useful information to curb crime in the society”.
He told the public to give timely and useful information to the police to fight crime to the barest minimum in the state and Nigeria at large.
He added that the police were making strategic plans to reduce kidnapping in the country and urged the public to divulge information on suspicious person whom he noted, live in communities.
Arase assured that he was committed to better welfare of officers of the force.
He added that since he assumed office, 400 two-bedroom flats had been built for officers which would be inaugurated in March.
“I believe that if we want to change the police for better, we need to cater for its officers because they are the ones at major difficult terrains.
“Within the last eight months under my leadership, I have given scholarship to 325 children of these personnel and have promoted about 36,000 inspectors”.
On constant rift between farmers and herdsmen, Arase said that most of the herdsmen involved in such rift were not Nigerians.
He said they were foreigners who entered the country through porous borders. He urged farmers to be careful in dealing with such herdsmen. (NAN)

Sani Slams Northern Governors For Borrowing Money From Saudi Arabia Without FG’s Permission

The Chairman, Senate Committee on Foreign and Domestic Debt, Senator Shehu Sani, on Friday asked the Islamic Development Bank not to release any money to governors of the 19 Northern states, as their move to obtain loan from the bank run contrary to laws of the country.
According to the senator, the governors are flouting the law on external borrowing.
Sani who is also the Senator representing Kaduna Central, said the extant laws require any government or agency of government that wants to secure a foreign loan to first secure the support of the Federal Government.
When Lagos State was to borrow from the World Bank, it was approved by the federal government.
“The action of the governors runs contrary to the relevant provisions of the act that clearly and unambiguously rest the exclusive right to borrow externally on the federal government,” Sani said.
“The Debt management office act 2003, section 21 and external borrowing guidelines, 2008-2012, paragraph 2.1 clearly states that any government or its agencies can only obtain external loan through the federal government and such loans must be supported by federal government guarantee. The act is explicitly clear that no state, local government or federal agency shall on its own borrow externally.
“Governors of the northern states cannot just jet out to Saudi Arabia to solicit or collect loans without following the due process of law. The law further states that state governments and their agencies wishing to obtain external loans shall obtain federal government approval in principle from the federal Ministry 11of Finance. This is the provisions of paragraph 2:2 (II) of the external borrowing guidelines
“In addition to the above, paragraph 2.2 (v) of the same guideline succinctly declares that all external borrowing proposals of the governments and their agencies for the next fiscal year must be submitted not later than 90 days preceding the year to the minister of finance for incorporation into the public sector external borrowing program for the coming year.
“Paragraph 2:2 (vii) demands that borrowing proposal must be submitted to the federal ministry of finance and the Debt Management office for consideration,” Sani pointed out.

I Can No Longer Borrow To Pay Salaries – Bayelsa Governor, Dickson

Seriake Dickson, governor of Bayelsa state, has asked civil servants in the state to brace up for tough times, saying the practice of augmenting monthly salaries with bank loans is no longer sustainable.
Addressing journalists on Thursday in Yenagoa, Bayelsa state capital, Dickson said that with a monthly wage bill of N4 billion for workers, coupled with the shortfall in the monthly allocation from the federation account, it would be difficult for government to meet its financial obligation.
He said he would soon meet with stakeholders to devise a policy aimed at solving the problem of salary payment.
“There have to be some discussions with workers and stakeholders. We cannot be borrowing to pay salaries as we have been doing,” he said.
“Our workforce minus political appointees, we need about N4 billion to pay salaries; the situation is not sustainable and realistic because of our development agenda.”
While allaying fears of workers, Dickson said rather than embark on retrenchment of the workforce and the minimum wage, greater emphasis will be placed on professionalism in the civil service in his second term.
“A lot of states are going to have crisis this year, even the federation itself will face crisis and it’s not peculiar to Bayelsa state,” he said.
“It is important that the workforce in Bayelsa state should learn to appreciate these things before they jump here and there, instigated by failed politicians who couldn’t win election but know how to sponsor demonstrations of old pensioners that they couldn’t pay when they were in office.”
While admonishing civil servants in the state against unwholesome practices such as involvement in partisan politics, payroll fraud and multiple employments, he urged them to be dedicated to their duties and loyal to the government of the day.
“There are a lot of things going on; people have their names in several vouchers, earning salaries above their grade level and all of those things are going to be corrected,” he said.
“I don’t also believe that we should reduce the minimum wage but if our government is getting N3 or N4 billion and our wage bill is N4 billion, then there should be a discussion. I don’t believe that we need to retrench workers because of the economic downturn.”

More details emerging from the suicide bomber who refused to detonate the bomb strapped to her body has revealed she had sympathy on her parents in the line of duty.
A female suicide bomber who was recruited to take part in last Tuesday’s bomb attacks in Dikwa, Borno State, has explained why she decided not to detonate her own explosive.
Close to 60 people perished in the Dikwa attack after two young female suicide bombers detonated themselves at a refugee camp for internally displaced persons (IDPs). Eyewitnesses said the two bombers detonated their improvised explosive devices (IEDs) at a kitchen in a refugee camp. The explosives went off at 5.45 p.m. as refugees in the camp queued up for breakfast.
A third would-be suicide bomber, who did not detonate the explosives strapped to her body, was arrested by some civilians working with security agents as she ran from the scene of the mayhem.
One source, who was among a group that caught the young woman, told SaharaReporters that the teenager was weeping bitterly and asked people to stay away from her, disclosing that an IED was strapped to her body.
According to a source, when the young woman was asked why she failed to detonate her explosives, she said she was shocked to see so many people dead, adding that she did not want her parents, who were in the camp, to be killed.
A Borno State government official, Ahmed Satomi, also confirmed the incident while speaking to reporters on Wednesday at the State Specialist Hospital in Maiduguri, the capital of Borno State.
“One of the suicide bombers was arrested and confessed,” said Mr. Satomi. He added that the arrested teenager confessed to soldiers that she declined to detonate her bomb in order not to have a hand in an operation that might kill her parents.
The IDP camp in Dikwa is the largest refugee camp in Borno State, with more than 53,000 people across five local government areas staying there. The online news platform learned that 58 people were confirmed dead in last Tuesday’s attacks. In addition, 78 people sustained serious injuries when the twin blasts hit the camp.

Manchester United manager, Louis Van Gaal has described as a betrayal and a disappointment to him if reports of the appointment of ‘his friend’ Jose Mourinho were true.

The Dutchman was quoted by Daily Mail UK on Saturday as saying that his relationship with the board of United should at least have put him in a position of someone deserving of explanations.

Van Gaal said he would feel betrayed if Manchester United have talked to Jose Mourinho behind his back, but has decided not to seek assurances from Old Trafford executive vice-chairman Ed Woodward over the issue.

Van Gaal believes his relationship with Woodward and club owners the Glazer family is strong enough that they would tell him if Mourinho had been contacted about taking over in the summer.

United’s manager is well-versed in football politics but admits he would feel let down if United were already negotiating with Mourinho — his friend and former Barcelona assistant.

“Then I shall be disappointed, because that is the consequence of what I have said. In a football world that is possible, I know, but I do not think that. I have a relationship with Ed and the Glazers, they shall tell me, I think.”

Asked if he will speak to the board over the matter, he replied: ‘No, I don’t think that I have to tell them.’

Nigerian Air Force Identifies Possible Locations Of Missing Chibok Girls

The Nigerian Air Force says it has identified the possible locations of the abducted Chibok school girls.
The Director of Public Relations of the Air Force, Group Captain Ayodele Famuyiwa, told Channels Television that the force has therefore abstained from attacking the identified areas to avoid hitting the girls.
According to him, the latest aerial bombardment of Sambisa forest had been aimed at the logistics base of the Boko Haram sect and not areas where the Chibok girls could be located.
“We have no fears that the girls are not there because that particular location has been under surveillance for quite a while and we suspected maybe it’s a kind of ammunition depot or maybe a workshop that they are using as their logistics place.
“Once you take off the logistics base, of course you gradually weaken the resolve of the enemy to be able to prosecute any campaign,” he said.
Famuyiwa said the military is deploying drones also known as Unmanned Aerial Vehicle (UAV) to maximum use in its battle with Boko Haram because it is cheaper to run and reduces loss of lives.
Drones “have the capability to be airborne for up to eleven hours and they are quite cheap to maintain. So, we have been able to employ the UAV to a great extent to carry out reconnaissance and surveillance basically for intelligence gathering on the activities of the Boko Haram,” he said.
He said that drones have also helped the Air Force to understand the terrorists’ pattern of movement and “how to be able to counter them should they want to strike or spring any surprise”.

The Inspector General of Police, IGP Solomon Arase, yesterday said that the police was on the trail of former militant leader, High Chief Government Ekpemupolo, alias Tompolo, following the issuance of a warrant for his arrest by Justice Buba Ibrahim of Federal High Court, Lagos.
“We are looking for Tompolo and my men are on his trail. We will arrest him anywhere we sight him”, Arase told reporters in Ado Ekiti, the Ekiti State capital, where he was on a tour of the State Police Command.
Tompolo was slammed with a 40-count charge bordering on money laundering and fraud by the Economic and Financial Crimes Commission (EFCC) but has gone underground.
He also failed to appear before the court, prompting the warrant of arrest.
He has since been declared wanted by the EFCC.
The former militant, who said he would appear before the court when the time is right, is standing trial alongside his co-accused, the immediate past Director General of the Nigeria Maritime Administration and Safety Agency (NIMASA), Patrick Akpobolokemi.

Watford forward Odion Ighalo has won the 2015 Goal Nigeria Player of the Year award after seeing off keen competition from Portland Timbers’ Fanendo Adi.

The 26-year-old follows in the footsteps of his illustrious compatriots who have won the prestigious award: John Obi Mikel (2012 & 2013) and Vincent Enyeama (2014).

Ighalo took 30.5 per cent of the votes ahead of Adi, whose 28.6 per cent made this the most keenly contested Goal Nigeria Player of the Year award since inception as the field was widened from five to 10 contestants.

The Watford striker was presented with his award in England during the week and he appreciated the fans for believing in him.

“First, I thank God for the great achievement and all that and I’m very happy to have won the Goal Nigeria Player of the Year award. It’s a great achievement for me in my career and my life,” Ighalo said. “Thanks to my family, thanks to all those who made it possible, my team-mates, my coaches and all the people who gave me the opportunity to grow as a player and most especially those who made this award at Goal and the fans that chose me to be the winner of the award. “I thank every one of them and I think this is the sign of a good thing and it’s giving me motivation to work hard, to keep doing my best and make sure I win more.”
Ighalo had a breakthrough 2015 where he scored 30 goals in 75 appearances for Watford who gained promotion to the Premier League, the highest in English league football. He also made his senior Nigeria debut and scored a penalty in a 2-0 defeat of Chad in Kaduna.
Voting took place throughout December on the Goal Nigeria website.
