Buhari Still Fighting Insurgency With The Equipment I Bought, Says Jonathan.

In an interview with France 24, the Nigerian leader said insurgency caught the country unawares but his government laid a solid foundation for terrorism to be defeated.

“The new government is working hard and I believe they are still using the equipment we procured. Though the budget is still being debated, no new equipment has been bought, so even those equipment the president is using to prosecute the war against Boko Haram are those equipment we procured,” he said.

“When Boko Haram started in Nigeria, we had no terror experience. Yes we had armed robbery and other common crimes, but terrorism was different because the people involved were not afraid to die.

“So, you need a different mechanism to confront terrorism, you need superior technology, so that you will be able to stop them even before the attack. We never had the equipment, but when we were confronted, we started acquiring and before I left office we built reasonable capacity and I believe with what we left behind and also with what the new government will acquire, they will be able to prosecute this terror war to a reasonable conclusion.”

Jonathan also attributed the crisis rocking the Peoples Democratic Party (PDP) to the loss of the 2015 election but expressed optimism that the former ruling party would soon gain stability.

“The PDP definitely will have some minor issues, it is expected… We lost the presidency and definitely we will have some kind of leadership problems. When you have a president, everybody looks up to the president. But when you no longer have the president, it becomes difficult for the party to have strong leadership.

“I believe whatever you observe will be sorted out. Leaders of the party, elders of the party have been meeting and all this perceived disagreement will soon be sorted out.

“Every political party has misunderstanding, it is not new, it is always there. From the beginning of PDP, even before I got to Abuja as a vice-president and president, there were instances when the chairman of the party will be asked to step down. And some officers leave from time to time when there are issues. So what is happening is not new but I promise you that PDP will stabilize.

“In fact, by March this year, we are going in to elect officers at the lowest levels of the wards to the local government, to the states, to the zones then of course at the national officers will be elected; that is just in March. So the party will bounce back, whatever you are perceiving, it always happen and we will get over it.”

Olisa Metuh Regains Freedom

The embattled National Publicity Secretary of Peoples Democratic Party, PDP, Chief Olisa Metuh, has regained his freedom. Metuh is facing trial over alleged N400 million fraud.

Metuh, was arrested by four operatives of the anti-graft agency from his Abuja home on January 5.

Metuh and his firm, Destra Investment Limited, were charged before the Abuja Division of the Federal High Court over alleged N400 million fraud.

The charge marked FHC/ABJ/CR/05/2016, was signed by the Assistant Director, Legal & Prosecution Department of the EFCC, Mr. Sylvanus Tahir.

"We Can't Pay Salaries, Imo Is Broke" – Okorocha

IMO State Governor, Rochas Okorocha, yesterday disclosed that the state is insolvent, as its monthly wage bill has outstripped its monthly statutory allo­cation from the Federal Government. The governor said monthly servicing of the bailout fund has further compounded the situation.

This was just as he reiterated that there was no go­ing back on the state government’s decision to con­cession the management of parastatals.

Okorocha, who revealed this when he spoke to newsmen at the Government House in Owerri said the monthly wage of the state had always been high­er than what the state receives from federal alloca­tions and internally generated revenue.

“The monthly wage bill of the state is N4.2 bil­lion which is far higher than what we receive from federal allocation including the internally generated revenue which means that the state government has always been operating on a deficit. As at December 31, 2015 the state received N1.9 billion from the Federal Government while the monthly wage bill of the state for the same period was N4.2 billion.”

“We cannot continue to patch a cracked wall as if all is well, we need to break it down in order to rebuild it, and the current wage bill of the state is be­yond our capacity. Imo State now receives the least allocation among the South-East states because of the monthly repayment of the bailout fund which the state took from the Federal Government, a situation which has further compounded the financial situa­tion of the state.” The governor insisted that in spite of the financial dilemma of the state, no worker is being owed any salary.

Senate President, Bukola Saraki,Wednesday, acknowledged receipt of a letter from former President Olusegun Obasanjo, drawing his attention to alleged corruption in the National Assembly.
But Saraki,who said he was still studying the letter hinted that he would formally write a reply to the former president in no time.
This came as the Senate spokesman,Aliyu Sabi, feigned ignorance of the presence of the letter in the Red Chamber just as he said he would not comment on it until his attention was drawn to the letter.
The Senate President,responding to inquiry on whether he was in receipt of the letter, confirmed that the said letter was presently on his table.
Speaking through his Special Adviser,Media and Publicity,Yusuph Olaniyonu, Saraki,insisted that he would officially communicate the former president on the issues he raised.
“The Senate President has acknowledged that he has received the letter and that he would formally communicate the former president,”Olaniyonu said.
But the Senate spokesman, Aliyu Sabi claimed that he was not aware of the said letter to the Senate President.
He, however, said if there was to be a letter, it would be communicated to senators through the Senate President,adding that he would speak when such was done.
“As far as I am concerned, I am not aware of any letter to the Senate President from the former president,so I cannot comment on what I am not aware of.
“We have a constitution on this country and any communication to the National Assembly must follow the laid-down rules,so like I said, when I am informed of the said letter,I can now speak,”he told Vanguard.
The former president is said to have written the National Assembly,through the Senate President,Bukola Saraki, accusing the lawmakers of corruption, impunity and greed.
The former president specifically accused the lawmakers of fixing and earning salaries and allowances far above what the Revenue Mobilisation Allocation and Fiscal Commission, approved for them.

Ibrahim Geidam was elected Deputy Governor of Yobe State on the All Nigeria Peoples Party (ANPP) platform, and was sworn into office on May 29, 2007 and as fate would have it, Governor Mamman Bello, the Executive Governor at the time, died in Florida of a liver problem and his deputy (Gaidam) was eventually  sworn in.
Before he became Governor, Ibrahim Geidam worked in several government ministries in the old Borno State, later Yobe State. He was Assistant Director of Finance in the Directorate of Foods, Roads and Rural Infrastructure, acting Director of Finance and Supplies in the Yobe Information and Culture Ministry.
Ibrahim Geidam, an accountant, left the civil service in 1995 when he was appointed the Commissioner for Youths and Sports, and then Commissioner of Commerce and Industries. He returned to the civil service and from 1997 to 2007, he was a Director in the State Finance Ministry and Permanent Secretary in various other ministries.

Lassa Fever Hits Jigawa, One Killed, 26 Under Surveillance

Jigawa State Government has confirmed the death of one person as a result of Lassa fever outbreak in the state. 26 others persons who had contact with the decease were at present under surveillance.
Confirming the development, Commissioner of Health, Dr Abba Zakar, said the victim who resided at Gujubaki village in Dutse Local Government area of the state had just returned from Port Harcourt in Rivers State and reported to Dutse General Hospital with signs and symptoms suggestive to Lassa fever.
According to him, the patient’s blood sample was confirmed positive. The victim died later in the same day he reported to the hospital.
“Unfortunately, about a week ago, that was exactly on January 25, an 18 year old Safiyanu Usaini, from Gujubaki village in Dutse town, who had travelled to one of the infected states, specially Port Harcourt, reported to Dutse General Hospital,” Zakar.
Dr. Zakari said 26 persons were traced to have had contact with him before he died. They have now been put under surveillance by the ministry of health.
The commissioner noted that the state government had taken proactive measures before the discovery of the disease in the state.

Two Policemen Killed After Responding To Distress Call In Aba

Unidentified gunmen suspected to be armed robbers, have reportedly killed two policemen attached to the Ogbor Hill Police Division in Aba, Abia State when they responded to a distress call at a supermarket near Ukaegbu Junction, along Ikot Ekpene Road, Ogbor Hill.
Confirming the incident, the state Police spokesman, DSP Ezekiel Onyeke, said, “The police team got a distress call from a resident that armed robbers were operating in their area.
“They responded to a distress call, but the robbers were on their way back when they met the police team and opened fire.
“Two policemen were shot dead, while others sustained injuries,” Onyeke confirmed, disclosing that “the injured policemen are now receiving medical attention at an undisclosed hospital in the city.”
The spokesman, however, appealed to the public to assist the police with useful information that could lead to the arrest of the robbers.

Nigeria’s stolen funds are not only found in Europe but all over the world. This was according to the Head of the EU Delegation to Nigeria, Mr Michel Arrion, who spoke at a press briefing on Wednesday in Abuja.
“Nigeria’s stolen funds are not only in Europe; they are everywhere. So we are happy to see that President Muhammadu Buhari went to UAE to discuss the repatriation of stolen wealth,” Arrion said.
“We welcome any form of cooperation in the judicial, the police cooperation that Nigeria wants to have with EU member-states,” he said.
The EU envoy while noting that all countries are fighting corruption said that what may be different is the level of commitment. However, he remarked that the level of corruption in the country had impacted negatively on the economy and infrastructure.
He also cautioned against executive interference with the judiciary in the fight against corruption. “There have been cases of abandoned corruption trials in the past, so there is nothing wrong with the executive making statement on expeditious trial of corruption cases. But prosecution must be within the ambit of the Rule of Law,” he said.
He said the EU is supporting Nigeria’s fight against corruption through a range of programmes aimed at strengthening the anti-corruption agencies and the criminal justice system.
Arrion explained that the EU is supporting the fight against corruption in Nigeria through a 35 million Euros project being implemented nationwide by the UN Office on Drug and Crime. He said the EU support to the Justice Sector Reform in Nigeria with the UNODC is currently being implemented in six focal states.

Cases of the mosquito-transmitted Zika virus have been reported in Germany following confirmation a Danish tourist has also tested positive for the illness.
According to n-tv, “multiple German travel returnees” have been diagnosed with the virus, however the World Health Organisation says there have been two German cases of the virus in tourists returning to the country.
A WHO statement released on 21 January says: “Between 4 and 12 January 2016, the National IHR Focal Point for Germany notified PAHO/WHO of two cases of ZIKA virus infection in German nationals who had returned from Haiti to Germany in late December.”
WHO says samples from both patients were collected and sent for laboratory testing at the national reference centre for tropical diseases in Germany and they tested positive.

Wanted former militant leader, Chief Government Ekpemupolo alias Tompolo, has declared readiness to appear before the court to answer to multibillion naira corruption fraud accusations leveled against him by the Economic and Financial Crimes Commission (EFCC).
It would be recalled that Justice Ibrahim Buba of a Federal High Court in Lagos, exactly two weeks ago, issued a bench warrant of arrest on Tompolo following his failure to appear before the court for his arraignment over an alleged N34 billion scam preferred against him, ex-Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Patrick Akpobolokemi and four other persons as well as their companies by the EFCC.
Declaring readiness to face the charges, the ex-militant leader said “I will appear in court at the appropriate time”.
Tompolo, in a statement early Thursday morning, disclosed that his legal team is finalising moves towards his day in court.
The ex-agitator, in a statement by his media aide, Comrade Paul Bebenimibo, also denied his involvement in the January 15 bombing of oil facilities in Warri.
He further denied reports credited to his erstwhile colleague and comrade-in-arms, Mr Africanus Ukparasia aka ‘General’Africa that he (Tompolo) is amassing tools to go to war with the Federal Government, stressing that he remained bounded by the terms of his 2009 amnesty deal.
Ukparasia, who has since fallen out with the former MEND leader, also alleged that Tompolo was the brain behind the wanton destruction of gas and crude pipelines in Warri area of Delta state.
The statement, however, maintained: “Chief Government Ekpemupolo (Tompolo) has consistently maintained that he has no hand in the recent bombing of oil pipelines in the creeks of Delta State.
“Let it be known to Nigerians and the entire World that, Tompolo will never wage a war against the Federal Government, as he has sworn in 2009 when he accepted the Presidential amnesty declared by late President Umaru Musa Yar’Adua.
“He has kept faith with Nigeria. He has promised to work with the present administration unconditionally, and he stands by that declaration.
“He was seriously troubled by the recent pipeline bombing incident, because he has provided security for these pipelines even when the government refused to pay him. And so, he could not have been the one to damage same pipelines”.
Speaking on allegation that he is acquiring speed boats for war, he said “it is the biggest lie of the year, as the military is also aware of the boats and pick-up vans he purchased in 2011 for the surveillance of oil facilities as he was working hand in hand with the military then.
“Tompolo is a man of peace and he is poised for the development of the coastal Niger Delta region. He prays that this matter be amicably resolved so that everyone will know that he always put his people above his person gains”.
Tomopolo recalled that before the bombing incident, he alerted the public that some aggrieved All Progressives Congress (APC) members in Bayelsa and Delta States were planning on bombing vital national assets, especially oil pipelines in the Niger Delta as a result of the outcome of the 2015 governorship election of Bayelsa State, where the APC lost, and then blame it on him.
“And true to his fears, these set of APC chieftains that joined the party immediately after the presidential election of 2015, were the first people to accuse him of bombing the pipelines to divert public attention.
“These new APC members who the former chairman of the party, Chief Bisi Akande, described as parasites, also threatened to cause problem in the Niger Delta region if the pipeline surveillance contract in Delta State already awarded to Messers Ocean Marine Solution is not re-awarded to them.
“This is a clear testimony of their involvement in the bombing of the pipelines. Since then, we all have seen their role in misleading the military and the general public.
“Now, it could be recalled that this same Africanus Ukparasia threatened Tompolo not to show interest in the elections, as he was a strong supporter of the APC candidate. He killed and maimed fellow Ijaw people because of a governorship election, and now he is the one accusing Tompolo of bombing pipelines”, Bebenimibo said in the statement.

Honourable Yakubu Dogara,
Speaker, House of Representatives,
National Assembly Complex,
Abuja.
It is appropriate to begin this letter, which I am sending to all members of the Senate and the House of Representatives through both of you at this auspicious and critical time, with wishes of Happy New Year to you all.
On a few occasions in the past, both in and out of office as the President of Nigeria, I have agonised on certain issues within the arms of government at the national level and among the tiers of government as well. Not least, I have reflected and expressed, outspokenly at times, my views on the practice in the National
Assembly which detracts from distinguishness and honourability because it is shrouded in opaqueness and absolute lack of transparency and could not be regarded as normal, good and decent practice in a democracy that is supposed to be exemplary. I am, of course, referring to the issue of budgets and finances of the National Assembly.
The present economic situation that the country has found itself in is the climax of the steady erosion of good financial and economic management which grew from bad to worse in the last six years or so. The executive and the legislative arms of government must accept and share responsibility in this regard. And if there will be a redress of the situation as early as possible, the two arms must also bear the responsibility proportionally. The two arms ran the affairs of the country unmindful of the rainy day. The rainy day is now here. It would not work that the two arms should stand side by side with one arm pulling and without the support of the other one for good and efficient management of the economy.
The purpose of election into the Legislative Assembly particularly at the national level is to give service to the nation and not for the personal service and interest of members at the expense of the nation which seemed to have been the mentality, psychology, mindset and practice within the National Assembly since the beginning of this present democratic dispensation.
Where is patriotism? Where is commitment? Where is service?
The beginning of good governance which is the responsibility of all arms and all the tiers of government is openness and transparency. It does not matter what else we try to do, as long as one arm of government shrouds its financial administration and management in opaqueness and practices rife with corruption, only very little, if anything at all, can be achieved in putting Nigeria on the path of sustainable and enduring democratic system, development and progress. Governance without transparency will be a mockery of democracy.
Let us be more direct and specific so that action can be taken where it is urgently necessary. A situation where our national budget was predicated on $38 per barrel of oil with estimated 2 million barrels per day and before the budget was presented, the price of oil had gone down to $34 per barrel and now hovering around $30 and we have no assurance of producing 2 million barrels and if we can, we have no assurance of finding market for it, definitely calls for caution. If production and price projected in the budget stand, we would have to borrow almost one third of the 6 trillion naira budget. Now beginning with the reality of the budget, there is need for sober reflection and sacrifice with innovation at the level of executive and legislative arms of government.
The soberness, the sacrifice and seriousness must be patient and apparent. It must not be seen and said that those who, as leaders, call for sacrifice from the citizenry are living in obscene opulence. It will not only be insensitive but callously so. It would seem that it is becoming a culture that election into the legislative arm of government at the national level in particular is a licence for financial misconduct and that should not be. The National Assembly now has a unique opportunity of presenting a new image of itself. It will help to strengthen, deepen, widen and sustain our democracy.
By our Constitution, the Revenue Mobilisation, Allocation and Fiscal Commission is charged with the responsibility of fixing emoluments of the three arms of government: executive, legislature and judiciary. The Commission did its job but by different disingenuous ways and devices, the legislature had overturned the recommendation of the Commission and hiked up for themselves that which they are unwilling to spell out in detail, though they would want to defend it by force of arm if necessary. What is that?
Mr. President of the Senate and Hon. Speaker of the House, you know that your emolument which the Commission had recommended for you takes care of all your legitimate requirements: basic salary, car, housing, staff, constituency allowance.
Although the constituency allowance is paid to all members of the National Assembly, many of them have no constituency offices which the allowance is partly meant to cater for. And yet other allowances and payments have been added by the National Assembly for the National Assembly members’ emoluments. Surely, strictly speaking, it is unconstitutional. There is no valid argument for this except to see it for what it is – law-breaking and impunity by lawmakers. The lawmakers can return to the path of honour, distinguishness, sensitivity and responsibility. The National Assembly should have the courage to publish its recurrent budgets for the years 2000, 2005, 2010 and 2015. That is what transparency demands. With the number of legislators not changing, comparison can be made. Comparisons in emoluments can also be made with countries like Ghana, Kenya, Senegal and even Malaysia and Indonesia who are richer and more developed than we are.
The budget is a proposal and only an estimate of income and expenditure. Where income is inadequate, expenditure will not be made. While in government, I was threatened with impeachment by the members of the National Assembly for not releasing some money they had appropriated for themselves which were odious and for which there were no incomes to support. The recent issue of cars for legislators would fall into the same category. Whatever name it is disguised as, it is unnecessary and insensitive. A pool of a few cars for each Chamber will suffice for any Committee Chairman or members for any specific duty. The waste that has gone into cars, furniture, housing renovation in the past was mind-boggling and these were veritable sources of waste and corruption. That was why they were abolished. Bringing them back is inimical to the interest of Nigeria and Nigerians.
The way of proposing budget should be for the executive to discuss every detail of the budget, in preparation, with different Committees and sub-Committees of the National Assembly and the National Assembly to discuss its budget with the Ministry of Finance. Then, the budget should be brought together as consolidated budget and formally presented to the National Assembly, to be deliberated and debated upon and passed into law. It would then be implemented as revenues are available. Where budget proposals are extremely ambitious like the current budget and revenue sources are so uncertain, more borrowing may have to be embarked upon, almost up to 50% of the budget or the budget may be grossly unimplementable and unimplemented. Neither is a choice as both are bad. Management of the economy is one of the key responsibilities of the President as prescribed in the Constitution. He cannot do so if he does not have his hands on the budget. Management of the economy is shared responsibility where the Presidency has the lion share of the responsibility. But if the National Assembly becomes a cog in the wheel, the executive efforts will not yield much reward or progress. The two have to work synchronisingly together to provide the impetus and the conducive environment for the private sector to play its active vanguard role. Management of the budget is the first step to manage the economy. It will be interesting if the National Assembly will be honourable enough and begin the process of transparency, responsibility and realism by publishing its recurrent budgets for 2016 as it should normally be done.
Hopefully, the National Assembly will take a step back and do what is right not only in making its own budget transparent but in all matters of financial administration and management including audit of its accounts by external outside auditor from 1999 to date. This, if it is done, will bring a new dawn to democracy in Nigeria and a new and better image for the National Assembly and it will surely avoid the Presidency and the National Assembly going into face-off all the time on budgets and financial matters.

The is a financial shadow of his former self ... this according to new bankruptcy docs obtained by TMZ. The mogul claims in the legal docs his bank booty totals $7.4 million. Add to that his real property holdings of around $8.8 million and his total assets are just north of $16 million.
It's a breathtaking number, but not in a good way. 50 sold his interest in Vitaminwater for somewhere between $60 million and $100 million. Mind you ... that's just the water. At his peak, 50 was reportedly worth hundreds of millions of dollars.

Reports That Eritrean Law Requires Men To Marry Two Wives Are False

reports that the Eritrean government issued a decree requiring all men to marry two women, or face imprisonment, are false. This story was published by several African media organizations, including SaharaReporters, following two days of intense interest on news websites and social media.
According to conversations SaharaReporters had with experts and Eritrean government representatives on Wednesday, the report is now understood to be a rumor originating on social media that later became extremely popular. The rumor later found its way to news websites in Nigeria and across Africa.

On Wednesday morning, a SaharaReporters correspondent spoke with a Eritrean government representative attached to the Eritrean Mission at the United Nations in New York.  The source flatly denied the rumor, and expressed frustration that hoax had gained the traction it had.

Also speaking to a SaharaReporters correspondent on Wednesday morning, Eritrean expert Awet Weldemichael, an Assistant Professor at Queen's University in Canada, stated that he believed the reports were fictitious and “started as a joke” online.

Mr. Weldemichael added that “I have not seen, read, or heard anything credible which would confirm the story.”

“I think it [such a decree] is in the realm of the improbable or impossible,” Mr. Weldemichael said.

According to the false reports, the primary justification for the mandatory marriage was intended to fill the population gap in the country following the Eritrean war for independence in 1991 and the Eritrean-Ethiopian war between 1998 and 2000.

Mr. Weldemichael, however, dismissed the notion that the Eritrean government would solve this supposed “population gap” with a decree forcing all Eritreans to engage in polygamy. In fact, the academic argued, the population of Eritrea has actually increased substantially since the war.

Mr. Weldemichael also stated “if you read [the reports] closely they have no basis in Eritrean tradition, which is almost half-Muslim and half-Christian” and that Eritreans are cognizant of the diverse “belief systems which do not always allow multiple wives.”

The Eritrean government has not published an official statement addressing these rumors at the time of publication.

Governor of the Central Bank of Nigeria, Godwin Emefiele has urged Nigerians to brace up for the current economic realities as government would be forced to adopt some hard economic policies in line with the harsh economic environment as a result of low oil prices in the international market.
The CBN boss stated this yesterday during a press briefing at the bi-monthly Monetary Policy, MPC meeting in Abuja.
According to him, “It is imperative to brace up for a longer period of low government revenues from oil sources, which would necessitate hard and uncomfortable choices as the economy transits to more sustainable sources of revenue, consistent with the economic realities and strategic objectives of the country. In the circumstance, certain tradeoffs must be envisaged and duly accommodated.

Supreme Court upholds Governor Wike's election as Rivers state governor

The Supreme Court today Wednesday, January 27, upheld the election of Nyesom Wike as the duly elected governor of Rivers State.

Wike had approached the apex court after the Appeal Court upheld the decision of Rivers State Governorship Petitions Tribunal which nullified his election on October 24, 2015. APC candidate Dakuku Peterside had won the appeal court sitting challenging Wike's election as the Rivers State governor.
Wike took the case to the Supreme Court and has gotten the ruling that will ensure he remains Rivers State governor till at least May 2019.

The ruling was delivered by Justice Kekere-Ekun. The apex court 7-man panel which was headed by the Chief Justice of Nigeria, Justice Mahmud Mohammed will provide reasons for their judgement on February 12.
