Having stayed without a job for months now since he was sacked late last year by Chelsea, Serie A club Inter Milan has confirmed that Manchester United target Jose Mourinho is headed for the San Siro.

Inter Milan’s honorary president Massimo Moratti confirmed on Thursday that the special one will head to San Siro this weekend.

“I think Mourinho will be at San Siro on Saturday evening,” Moratti told Italian outlet ANSA.

“A gift for the fans? It’s him who likes to come to Milan.

“He’s in the history of the Nerazzurri and his presence further strengthens the club.

“We’d scheduled a lunch either here or in London, and we took the opportunity of the Sampdoria match to see each other.”

According to Daily Express, Mourinho will visit the club that he once managed as he waits to hear from Manchester United board to approve his appointment.

Mourinho is considered a hero at Inter during his two-year spell as manager with two Serie A titles and a memorable Champions League title.

Sitting fifth place in Serie A ahead of Saturday’s clash with Sampdoria, Inter are currently on course to miss out on Champions League football for the fourth consecutive season.

For United, Daily Express UK understands that Jose Mourinho will take over from Louis van Gaal at Manchester United this summer if the Dutchman misses out on Champions League football this campaign.

And with United six points behind fourth-placed rivals Manchester City, Mourinho is said to be confident that he will be in charge at Old Trafford next year.

Using today’s exchange rate (N400 to $1), that would be about N80,000,000. In 2015 it would have been less by a couple million but that’s still a staggering figure. Guess you have to spend money to make money.

That song got him a lot of international buzz and is one of his best singles out there.

In the same interview he also revealed that he averages $50,000 to $70,000 for private appearances on weekends and sometimes he has about 8 private shows a weekend.

$70,000 is N2 Million and multiplied by 8 that is some major cha-ching!

According to him, this has started changing because of the new government and the fact that people don’t want to be seen as too lavish anymore but he still gets at least 2 private gigs every weekend.

Also in the interview he talked about his upcoming album tentatively called “Baddest”. Davido revealed that he has spent more than $1 Million of his personal money in getting the album ready. This will be Davido’s sophomore album and will feature Future and other international artists.

The album will be released by Sony Music but just take a moment to think of how much effort and money Davido has personally poured into this album. We can’t wait to hear it.

Soldiers Demand Allowance Before Maiduguri Posting

There was tension at the 55 Battalion Bonny Camp, Lagos on Thursday following the grumbling by 200 soldiers over the alleged non-payment of their three months mission allowances.
Our correspondents reliably gathered that the 200 soldiers were part of the 800 troops that just returned from Darfur, Sudan where they had gone to for a peace keeping operation.
The soldiers after their return, it was learnt, were redeployed again to the North-East to join the battle against insurgents.
The contingent is said to be led by Lt. Col. H. Dasuki, who unconfirmed sources said, is related to the immediate former National Security Adviser, Col. Sambo Dasuki (retd.).
They are expected to leave Lagos for Maiduguri on Friday (today).
But our one of our correspondents gathered that the soldiers said they would not proceed to Maiduguri except their allowances for the Sudan operation were paid.
This, they argued, would enable them to leave money behind for their families.
The issue had not been resolved as of the time of filling the report.
A military source said such posting without payment of allowances was not acceptable to the military high command as it was contrary to a directive from the Defence headquarters.
Reacting to the subtle protest, the Public Relations Officer of the 81 Division, Lt. Col. Kingsley Samuel, said that the soldiers who returned from foreign mission in Sudan were not involved in such a protest.
He said that that there was no grumbling whatsoever in the Bonny Camp.
He said, “There is nothing like grumbling in that battalion. It is not true.”

EFCC Moves To Seize Property Belonging to Fugitive Tompolo

The Economic And Financial Crime Commission (EFCC) today in Lagos asked the Federal High Court for an order to seize all property, movable and immovable, belonging to wanted former Niger Delta militant leader, Government Ekpemupolo (aka Tompolo).

In a public announcement last week declaring Tompolo wanted, the EFCC said the action was in connection with conspiracy and illegal diversion of the sums of N34billion and nearly N12 billion belonging to the Nigerian Maritime Administration (NIMASA). 

Also charged in the matter are nine other defendants, including a former Managing Director of the agency, Patrick Akpobolokemi.

In the exparte motion before the court, the EFCC listed several properties in Delta State reportedly belonging to Tompolo.

In a supporting affidavit filed by Adah John Adah of Festus Keyamo Chambers dated February 17, the EFCC recalled that Tompolo has since being charged to court persistently refused and failed to honour the several invitations extended to him.

He deposed that following the issuance of the warrant of arrest on January 14, Tompolo absconded and has concealed himself from the security forces in the country looking for him to execute the order.


He further told the court that a combined team of the Nigerian police and the military have been combing the creeks and the entire nation for Tompolo, but that he has continued to conceal himself.

Buhari’s Anti-money Laundering Bill

 Another hope to tackle money laun­dering cases in Nigeria has been rekindled by President Buhari, who recently sent the “Money Laundering (Prevention and Prohibi­tion) bill 2016” to the National Assembly for con­sideration. In analysis, the bill seeks to establish Bureau for Money Laundering Control (BMLC), which would be independent in the discharge of its functions and responsibilities. According to the “Money Laundering (Prevention and Prohibition) bill 2016”, any perpetrator of the crime is defined as “a person who knows, ought reasonably to have known or suspects that property has a criminal origin, commits an offence, if he conceals, dis­guises, converts, transfers or removes the property from Nigeria. The bill prescribes stiff penalty for anybody found culpable of the offence and upon conviction shall be in imprisonment for a term of not less than seven years without the option of a fine. Under the “Money Laundering (Prevention and Prohibition) bill 2016”, any bank that is found guilty of money laundering would be liable for the fine of not less than N25 million and a designated non-financial business and profession would get a fine of not less that N10 Million if found guilty of the offence. The proposed bill also stipulates three years imprisonment or above for anybody that fails to report persons involved in the illicit act.

It is self-evident that Buhari’s anti-money laun­dering bill is in tandem with the urgent necessity to establish a formidable financial intelligence body to combat money laundering, terrorist financing activities and other predicate offences in Nige­ria. Such a body — as required under the Money Laundering (Prohibition) Act 2012 (as amended), the Terrorism (Prevention) Act 2013 (as amended) or any other relevant law or regulation — would have mechanisms for sound policy and decision – making requiring adequate, quality and timely information analysis necessary for tracking and choking off the flow of proceeds from illicit activi­ties that could impact negatively on our economy and national security in a more deeply or rapidly way.

FFK rejects Ali Modu's appointment as PDP chairman, says he's the original founder of Boko Haram

On the 16th of February 2016, the leadership of the Peoples Democratic Party (PDP) adopted Senator Ali Modu Sheriff (aka SARS), a two-time ANPP Governor of Borno state, a former ANPP senator, the former Chairman of the All Peoples Congress (APC) Board of Trustees and the indisputable founder of Boko Haram as its Acting National Chairman. Modu-Sheriff is also the erstwhile godfather and sponsor of Governor Shettima Ali, the present APC Governor of Borno state (until they fell out),
He is a man that has a very deep and profound relationship and association with Idris Deby, the President of Chad and he is a man whose son is married to the daughter of President Muhammadu Buhari. Many have argued that his allegiance is more to the Republic of Chad than it is to Nigeria, that he is an agent of the Chadian intelligence agencies and that he is a Chadian citizen who often flaunts his Chadian passport. I cannot confirm the veracity of these assertions but one thing that I know is that most of Modu Sheriff's funding and stupendous wealth emanates primarily from the Republic of Chad and that that country is as much a home to him as is Nigeria. Yet it is not his connection with Chad that give me cause for concern. Rather it is his role in the establishment of Boko Haram.

The truth is that appointing him as our Acting National Chairman is like appointing Jack the Ripper as the leader of the Conservative party in Victorian England. Kudos must go to the elders in the PDP Board of Trustees, a number of State Party Chairmen and a number of key individuals in the PDP Ministers Forum for taking a courageous and noble stand by rejecting and resisting the imposition of this abominable monstrosity. What Ali Modu Sheriff stands for and represents is utterly repugnant to every fiber of my being. Yet I have no objection to his being a member of the PDP simply because politics is a game of numbers. It is a game in which everyone, no matter how big or small, counts.

If you want your party to grow and make progress you must accept the good, the bad and the ugly. To this end when he left the APC and joined the PDP sometime back, I was one of those that gladly welcomed him into our ranks and defended him in the public realm. This was at a time when others criticized the party for accepting him.

 There is however a world of difference between accepting him as one of the many leaders of the PDP and appointing him as the Acting National Chairman. Others may seek to justify such a course of action but I cannot, in good conscience, do so.

To me it is a matter of principle. If we accept this then on what moral grounds did we condemn or oppose the APC or the APC-led Federal Government during the course of the last Presidential election? If we are comfortable with the likes of Ali Modu Sheriff leading us then on what basis did we criticize and oppose President Muhammadu Buhari for appearing to support Boko Haram when he said ''an attack on Boko Haram is an attack on the north''? If we insist on Ali Modu Sheriff being our National Chairman then we may as well go and apologize to the APC for all our past criticisms and condemnations and join them. On what basis can we accept as our National Chairman a man who established, encouraged, supported and nurtured an organisation that later metamorphosised into Boko Haram?

This is a terrorist organisation whose ultimate objective is to turn Nigeria into an Islamic fundamentalist state by the use of terror and the force of arms? On what basis can we accept a man to lead us whose Commissioner of Religious Affairs when he was Governor of Borno state, one Alhaji Buji Foi, was the de facto operational commander of Boko Haram. The man was later murdered by those closest to him after investigations into who and how Boko Haram was founded commenced. On what basis can we accept as our National Chairman a man who helped to create an organisation that wishes to establish sharia as the norm in our country, repeal all our criminal and civil laws, ban all our civil liberties and human rights, proscribe the teaching of western education in our schools, turn our women into 6th century sex slaves and abrogate the secularity of our state.

On what basis can we accept as our leader a man who supported a group that wishes to suspend our constitution, wipe out the Christian faith and the practice of moderate Islam in our country and create an evil ISIL-type empire in our nation? I really do wonder whether those that made this decision have lost all sense of rationality? I wonder whether they have lost their ability to see reason properly and to exercise their discretion in a logical, responsible and lucid manner? I wonder whether they have lost their fear of God? I wonder whether they have forgotten the evil that was visited on our people, and is still being visited on them, over the last seven years by Boko Haram?

I wonder whether they know at whose instance it was that Mohammed Yusuf, the erstwhile leader of Boko Haram, was killed by our security forces whilst in police custody in 2009 just so that he wouldn't live to tell the whole world who gave him the funds to set up his murderous cult? I wonder whether they have forgotten the terrible havoc that Boko Haram unleashed on our citizens? I wonder whether they have forgotten the tears, wailing and suffering of the bereaved.

I wonder whether they have forgotten the slaughter of the innocents. I wonder whether they have forgotten those that were beheaded, those that were chopped to pieces and thrown down wells like dog meat and those that were burnt alive? I wonder whether they have forgotten the savage and bestial rape, murder and abduction of the Chibok girls and all the other little girls that suffered a similar fate in recent times? I wonder whether they have forgotten that our nation is still at war with the bloodthirsty barbarians that committed these atrocities?

Since when did we, as a political party, lose our memories and jettison our moral compass in this way? Since when did we become so callous, shameless and insensitive? Since when did greed and the lust for power and money determine and motivate our every course of action? Since when did we throw away caution, decency and principle? Since when did we become so barbarous and uncivilized? Since when did so few make a decision that will affect the lives and fortunes of so many in a profoundly negative way? Have we forgotten about the priests and servants of the Living God that were crucified by Boko Haram at their own church alters?

Have we forgotten those that had their homes, schools, churches, mosques and properties pillaged, robbed and burnt to the ground by this group of godless Phillistines? Have we forgotten that the international community, through the International Terror Index, has rightly described Boko Haram as the ''most deadly terrorist organization in the world''? Have we forgotten those gallant young military officers that were killed at the war front whilst fighting this evil plague, all in their quest to keep us safe, to secure our borders and to protect our property and people?

Does all that count for nothing? Is this the way to pay them back for their great sacrifice and their noble courage? Are we prepared to throw away all decency and morality just to seek favor with a handful of misguided mortals and in a futile attempt to win political power? Simply put has the leadership of the PDP gone completely mad or are they working for elements outside the PDP? Are they suggesting that you need a godless Haramite to run the affairs of the party before we can ever win power at the center again? Where is the patience and fortitude that is required from true leaders? Where is their faith in God? Where is their sincerity of purpose? Does the leadership of the PDP really believe that it has kept faith with the founding fathers of the party, those that trusted them with power and those that bestowed them with leadership? There were so many other people that they could have chosen to lead our party from the north-east.

There were people like Mohammed Wakil, Nuhu Ribadu, Bala Mohammed, Wilberforce Juta, Aliyu Modibbo, Ahmed Gulak and so many others that could have been appointed. These are all committed people with impeccable records of public service, high moral standing and good character.

Instead of doing so the leadership of the party chose to impose the most controversial, intellectually-challenged, morally-depraved and despicable character that they possibly could to lead us and when asked why they did so we were told that it was because ''he has plenty of money to spend on the party'' and no less than ''5 private jets'' to lend out to those who needed a free plane ride. Evidently we have sold our birthright and heritage, not just for a mess of pottage like Esau, but rather for a free ride on a private jet. This is what a party that was once led by successive groups of seasoned and formidable intellectuals and great men of power, vision, courage and good character has been reduced to.

This is what the party that was founded and once led by giants like President Olusegun Obasanjo, Chief Tony Anenih, General Ibrahim Babangida, General Aliyu Gusau, Alhaji Adamu Ciroma, General T.Y. Danjuma, Vice President Abubakar Atiku, President Umaru Yar’adua, President Goodluck Jonathan, Chief Bode George, Col. Ahmadu Alli, Chief E.K. Clark, Professor Jerry Gana, Dr. Chuba Okadigbo, Chief Ken Nnamani and so many others has degenerated to? What a pity! What a monumental tragedy! This is a party that once boasted of having in its ranks many promising and dynamic bright young stars that were collectively capable of shaking the very foundation of the civilized world and creating new frontiers and greater hope for the future of our people and our beleaguered nation.

How are the mighty fallen. What on earth has happened to us? As the Book of Galatians in the Holy Bible asks, ''who has bewitched us''? Over the the course of the last 17 years, in terms of the quality of party leadership, the PDP has gradually descended into the unceremonious cesspit of mediocrity. Worst still, with the recent appointment of Ali Modu Sheriff as our Acting National Chairman, we have chosen to spit in the wind, sleep with the dogs, dance on the graves of our fallen heroes, piss on the blood and bones of the slaughtered innocents and wallow in the filthy pool of compromise, deceit, doublespeak and shame. As a consequence of this calamitous decision we have, literally overnight, become a shell, nay a shadow, of what we used to be.

Unfolding events will prove my assertion true. I have no doubt that time will eventually prove me right and vindicate me. The bitter truth is that this arrangement is an affront against the Living God and it cannot stand. Yet if it does stand the party will pay a heavy price for it because it will inevitably lead to the end of the PDP as we know it. Imposing Ali Modu-Sheriff is an insult to all those that have fought for, led, served, defended, supported and risked everything for the party, at every level, over the last 17 years. Only the deeply malevolent can be comfortable with such an arrangement. It is evil. It is godless. It is indefensible.

It is shameful and as long as it stands the PDP does not have the moral standing or authority to criticize or condemn others. Those that made this decision behind closed doors and without proper or wide consultations have murdered sleep. They have not only betrayed the confidence that the rest of us bestowed upon them but they have also prepared the coffin for our great party and dug its grave. It is a tragedy of monumental proportions and I have little doubt that God will judge them for what they have done.

The National Presidet of the Actors Guild of Nigeria, AGN, Chief Ibinabo Fiberesima has announced the indefinite suspension of Crystabel Goody for biting a fellow actress Princess Chineke on set. The President condemned the dastardly  act of inflicting such a dangerous bodily injury on her coleague. 
She noted that all the Guilds and Associations in Nollywood have been duly notified of the suspension while the National and state task forces have been kept on alert to disengage her from all sets pending when the suspension would be lifted. 
 
The Guild has set up a high powered committee headed by the National Chief Whip, Empress Eneh to investigate the immediate and remote  causes of the matter.
 
Meanwhile Crystabel Goody shall remain on suspension until the outcome of the investigation as stipulated by the constitution of the Guild.
 
The  President frowned at the act of cannibalism and urged all members to make discipline their watchword because we are the mirror of the society.

Naira Crashes To 391/dollar

The naira has further crashed significantly at the parallel market on Thursday, hitting 391 against the dollar as foreign exchange scarcity continues to batter the economy of Africa’s largest oil exporter. The currency has entered a free-fall mode against the dollar at the black market, having lost 26 per cent of its value in less than two weeks. The naira had exchange for one dollar at 372 on the streets of Lagos, Abuja and other major cities on Wednesday. The local currency, which closed at 310 against the greenback last Monday, has been falling consistently and significantly in the past 11 days. Forex dealers and financial experts linked the persistent fall of the naira to panic buying of the dollar and other major hard currencies by importers, individuals and businessmen. Bureaux De Change operators in Marina, Ikeja and Apapa and Abuja told our correspondent on Thursday that there were no signs yet that the rising demand for forex especially.

Lagos Light Rail To Be Completed By December- Ambode

In a statement by the chief press secretary, the Lagos State Governor, Mr. Akinwunmi Ambode on Thursday restated his administration’s commitment to ensure that the Blue Line of the Light Rail Project is up and running by December 2016.
Governor Ambode, who spoke at the 5th Lagos Corporate Assembly, a forum for public-private sector engagement held at the Banquet Hall of Lagos House, Ikeja, while responding to questions from captains of industries and members of the Organised Private Sector (OPS), debunked claims that work had stopped on the first phase of the project connecting Mile 2 to CMS, saying the allegation was totally untrue.
“The truth is, you might not see the contractors but they are actually working on the waters for now and by December this year, the project will start running. So, work is seriously ongoing,” Governor Ambode assured.
He said that Lagos State government was also about concluding on the channelization of the waterways in Lagos to improve on water transportation so as to encourage investors and reduce the pressure on the road networks in the state.

He assured members of the OPS as well as would-be investors that the state is more than willing and ready to create an enabling environment for businesses to thrive with the overall aim of improving on the socio-economic wellbeing of the citizens.

The Governor also said as a government, he was ready and willing to partner with existing and would-be investors for industrial growth so far such investors are bringing value to the state.

While responding to issues raised by captains of industry and members of the organized private sector at the forum tagged “A+ Meets Business”, Governor Ambode said as part of measures aimed at encouraging investment, his administration created the N25 billion Employment Trust Fund to give soft loans to entrepreneurs just at three percent, while the Office of Overseas Affairs and Investments otherwise known as Lagos Global, the Office of Civic Engagement, as well as the Ministry of Wealth Creation and Employment Generation were equally established, all in a bid to promote investment opportunities.

He said as part of measures to further improve on the creation of enabling environment for businesses to thrive, his administration was also in the process of establishing Lagos Micro Finance Bank, which would go a long way in providing succor for business owners.

He said:
“As we speak, we are in talks with the Central Bank of Nigeria (CBN) on this and very soon we shall come up with the Lagos Micro Finance Bank and this is another effort geared towards the economic wellbeing of our people.”
Governor Ambode said that the government was also in the process of transforming the Kuramo beach into a World Trade Convention Centre, assuring that he was very much committed to showcasing the economic potentials of the state to the rest of the world.
Speaking on the strategy to drastically reduce traffic in Apapa and make life comfortable for people and businesses in the axis, Governor Ambode recalled the security tour he recently embarked upon to Ishawo and Oke-Oko creek in the suburb of Ikorodu where he met with military personnel carrying out the “Operation Awatse”, a joint military operation of all the security agencies to tackle the menace of pipeline vandalism in the Arepo axis.

“The idea is that when we open up the area and construct the Ishawo-Oke-Oko creek road to connect the Lagos-Ibadan Expressway from there, we would have greatly reduced the traffic gridlock on the expressway and then finally put a stop to the activities of pipeline vandals so that we can begin to directly pump petroleum products from Atlas Cove in Apapa to Mosimi, and then the tankers will have no business to come to Lagos to lift product,” Governor Ambode said.
The Governor, who spoke on several issues affecting businesses in the state, assured that he would work on perfecting a methodology for collection of rates, and that he would soon come up with a grand plan to permanently tackle the menace of touts.

On power, Governor Ambode said between now and 2017, he had an agenda to create clusters of Independent Power Projects (IPPs) across the state to improve on power generation and ensure 24hours power supply in Lagos.

Earlier, Lagos State Commissioner for Commerce, Industry and Cooperatives, Prince Rotimi Ogunleye, said the forum was a vehicle for government and private sector to interact and discuss issues that are germane to the industrial growth of the state.

He assured the private sector that the Ambode-led government was poised to assist the industrial sector to maximize its potentials for greater contribution to the Gross Domestic Product (GDP) of the state.

In her presentation, President of Lagos Chamber of Commerce and Industry, Dr. Mrs. Nike Akande commended Governor Ambode for programmes aimed at securing lives and property and encouraging economic growth, but urged the Governor to expedite action on the issuance of land titles, and also prevail on the Federal Government to fix the rail system in Apapa and relocate Tank Farms in the axis.

Also, Chairman of Apapa Branch of Manufacturers Association of Nigeria (MAN), Folaranmi Odunayo commended Governor Ambode on the Light Up Lagos initiative, and sought the inclusion of industrial areas in the project.

He also advocated collaboration between the Federal Government, Lagos and Ogun States in addressing the traffic gridlock and establishment of Building Code to control Attention of structures especially along the expressway.

There were also presentations from the National Association of Small Scale Industries, DFID, representatives of Dangote Refineries, Nigeria-America Chamber of Commerce, Franco-Nigeria Chamber of Commerce, African Women Entrepreneurship Programme, among others.

Amaechi: Jonathan’s Ideas cant be abandoned

Rotimi Amaechi, who is currently the minister of transportation, admits that the current administration will not “abandon the good ideas” of previous governments, including that of former president, Goodluck Jonathan. Amaechi said this at Idu, Abuja, on Thursday, while inspecting the Abuja-Kaduna Rail project along with the contractors, China Civil Engineering Construction Company. He said N150 billion would be used to execute the national rail project, with another N60 billion for the Lagos-Kano standard gauge and yet another N60 billion for the Lagos-Calabar project. “What we are doing is implementation of what we met in office. We are not among those who will abandon good ideas,” he said. “If we see an idea that is good, we will adopt it. The Lagos-Kano project was awarded by former President Olusegun Obasanjo and we are flying with it. “The Lagos-Calabar project was awarded by former President Goodluck Jonathan and we are also flying with it. What we are doing is implementing those projects that have not been implemented for so many years.” He said the Abuja-Kaduna Rail project was 100 per cent complete and would be launched in May. Amaechi explained that before the launch by President Muhammadu Buhari, there would be a test-run of the rail in March. “The essence of my tour is to enable us assess whether we are ready for commercial activities and I think we are. I will be travelling from Abuja to Kaduna tomorrow through the rail,” he said. “In March, they should start the test-run of the rail services for free, then the proper commercial activity will start in May, where we expect the President to flag-off the use of coaches.”

He advised the contractor to make provisions for temporary stations in Abuja, since Idu is “too far from the city centre”. Amaechi suggested that since the Abuja light rail project had yet to commence, the tracks could be used to pick passengers from the city centre to Kaduna. “The Abuja light rail is expected to start from Abuja and de-board passengers at Idu from where such passengers will move to Kaduna but since the Abuja light rail is not ready, we shall use their tracks to continue to pick passengers from Abuja until they are ready and then we will disengage the temporary facility,” he said. “The role of the station is to convey passengers to Idu, where they will be transferred to the national rail line to proceed to Kaduna.”

He said the only challenge with the project was the fencing. “We need to fence the lines to prevent animals from crossing the rail,” he said. “The tracks are finished and the signalling at Idu is also completed but the major problem we have is fencing and it is because of the peculiar nature of our culture. “Because of our culture, we have to fence and we are going to spend close to $100 million to fence the tracks from Abuja to Kaduna just because we have to protect the railway from animals and human crossing. “The train currently goes at the speed of 60 to 70 kilometres per hour for fear of humans and animals crossing the rail; by the time we start commercial activities, we must secure its path. “We will be running on 120 to 150 kilometres when the trains go commercial; that speed cannot accommodate human and animals crossing the rail, so to protect human beings and animals, we are going ahead with the fencing.”

He said he had instructed CCECC to construct a Railway Academy, where Nigerians would be properly trained on how to maintain and operate the rail system. “I have told the construction company that they will need to build a Railway Academy, where experts will be employed to train Nigerians on how to operate the standard gauge,” he said. “Nigeria is not a dumping ground for technology; you cannot dump technology on us unless you bring the technology with the expertise.”

Earlier in his remarks, Jack Li, managing director of CCECC, said the project, which started in 2011, could not be completed in 2015 as estimated, due to lack of funds. “Finance is part of the challenge delaying the project because it has been long that we received the counterpart fund,” he said. “But we are lucky that the minister has brought back the counterpart funding for us, and we have therefore continued. “The work was delayed for more than half a year; but I expect that all the works will be completed by the middle of May, which is in line with what the minister said.”
