FG Releases Criteria To Qualify For The Promised 5000 Monthly Stipend

The Presidency has confirmed that those who benefited from the monthly N5,000 stipend from the Federal Government to vulnerable Nigerians, were selected before President Muhammadu Buhari came into power.
This was contained in a statement by the Senior Special Assistant on Media & Publicity to the Vice-President, Laolu Akande, on Sunday.
nine States including: Bauchi, Borno, Cross Rivers, Ekiti, Kwara, Kogi, Niger, Osun and Oyo.
Akande said the Community-Based Targeting (CBT) model of the World Bank, was used two years ago to identify most of them.
He said: “there is no way anyone can describe the selection of the beneficiaries of the CCT as partisan as the beneficiaries from eight of the nine pilot States were picked even before this administration came into office.”
“First, the officials at Federal level, working with the State officials, identify the poorest Local Government Areas, using an existing poverty map for the State, then the LG officials identify the poorest communities in the LGAs and we send our teams there.
The first thing our team does after selection of the LGAs is to select members of the NOA, the LGA and community officials to form the CBT team. Then we train the selected officials on how to conduct Focus Group discussions at community level. These focus groups comprise of women, men, youth, as the community determines.
“After training them, the CBT teams now go to each of their communities to sensitize the leaders, including traditional rulers, on the CBT process and the necessity for objectivity and openness in the process. At that meeting, they firm up a date to convene a community meeting at a designated location within the community.
“On the set date, discussions are held in the local languages, using terminologies that resonate in that community. The CBT team will explain to the community the purpose of the gathering, i.e. to determine the parameters of poverty upon which persons can be described as poor and vulnerable within the context of that community.
“The CBT teams will then engage each group (men, women and youth) in the conversation around the criteria and parameters for determining the poorest people. The groups would then be encouraged to identify those households that fall within the criteria that the community itself determines, and told that the information is required for government’s planning purposes.”

Naira Drops To 493 Per Dollar

It closed at 305 to a dollar at the official window, the same rate it closed on the last working day of 2016, while the local currency closed at 490/dollar on the black market.

The naira had similarly closed at 490/dollar on Friday, the last official trading day of 2016.

“In the week ahead, we expect pressure on the naira to linger, especially at the parallel market, as unmet demand from the official market continues to stoke imbalances,” United Capital had said in a research note to clients on Tuesday.
The local currency also closed flat at 490/dollar last Wednesday and Thursday at the parallel market, before recording loss on Friday.

Economic and financial experts have expressed divergent views over the outlook of the naira this year.

The naira beat analysts’ expectation and closed the year 2016 at 490 against the dollar at the parallel market.

Due to the persistent pressure on the naira, currency and financial analysts had predicted that the local currency would hit 500/dollar on or before the new year.

The naira has been under severe and continuous pressure as the scarcity of the US currency continues to create ripples in the financial markets and economy.

The CBN had about two weeks ago sold about $1bn on the forward market to clear a backlog of dollar obligations in selected sectors.

FIFA To Expand World Cup Countries To 48

FIFA president, Gianni Infantino is optimistic that his ruling council will on Tuesday, agree to expand the 2026 World Cup to 48 nations, playing in 16 groups of three teams.

A decision could be delayed if some council members have reservations about how many qualifying places each continent will have.

The current 32-team format has been used since 1998 and will be used for the next two World Cups in Russia and Qatar.

Infantino claims the prize of 16 extra places, with the biggest increases to Africa and Asia, has “overwhelming” support from FIFA’s 211 member federations.

“Financially, the 48-team format is the most appealing or successful simply because the sporting element is prevailing and every match is important,” he said two weeks ago.

“The decision should not be financially driven, neither in terms of revenue or costs … but the driver should really be the development of football and boosting football all over the world”, he added.
