Preliminary works for 2017 budget have begun in earnest going by the declaration by the Minister of Budget and National Planning , Senator Udoma Udo Udoma, that the 2017-2019 Medium Term Expenditure Framework (MEFT) will be ready for submission to the National Assembly by October.
Udoma gave insight into the 2017 budget yesterday in Abuja during a Stakeholders’ Consultative Forum with Civil Society Groups and organised private sector on the 2017-2019 METF. He said: “Demand and supply factors are expected to keep crude oil prices low in the medium term compared to the period prior to mid-2014.
We are considering a conservative oil price benchmark of $42.5 per barrel for 2017, $45 per barrel in 2018 and $50 per barrel in 2019. “We estimate oil production to be 2.2million barrel per day for 2017 , 2.3million barrel per day in 2018 and 2.4million barrel per day for 2019. We have pegged exchange rate for 2017, 2018 and 2019 at N290 to a dollar. ”
While disclosing that recovered looted funds would be used in funding part of the 2017 budget, he pointed out that N2.1trillion had so far been expended out of the N6.06trillion budgeted for 2016. He, however, added that only N253billion out of the N1.8trillion earmarked for capital projects had been spent so far. Government , he said, would continue in its effort to diversify its revenue sources to non -oil sectors.
“A significant increase in non oil revenue receipts is projected due to a gradually recovering domestic economy and government ’s expected improvement in Federal Inland Revenue Service (FIRS ) tax collection efforts. Company Income Tax is projected to increase from N1.79trillion in 2016 to over N1.86trillion in 2017 and beyond while Value Added Tax (VAT) collections is to increase by about 42.4 percent in 2017. “Operating surpluses projection have been moderated downwards for 2017 and thereafter a modest growth.
Customs collections are projected to moderate downwards for 2017 and thereafter a modest growth,” he said. Also speaking, Lead Director, Centre for Social Justice, Mr. Eze Onyepere, said government should learn and build on the mistakes of the 2016 budget.
“We should draw lessons from the mistakes of the last budget. We have all seen that the revenue projections for 2016 were over optimistic. This is why we are finding it difficult to get money to fund the budget, especially the capital expenditure. “ In 2017 onwards, we should be more empirical in our revenue forecast.
Let it be more realistic so that there won’t be a deviation of more than minus or plus five per cent. This is because if we have more money, we can do supplementary budgets rather than have an overly optimistic revenue projection and, at the end of the day, we are not able to fund our budget, ” he said. In his contribution, Governance Programme Manager Actionaid Nigeria, Mr. Obo Effanga, reminded the government of the limited time they had to fulfill promises.
“This administration is a four year period and one year has gone already and even the government had admitted that the last year will be given to politics, so effectively they have just two years left. And we are preparing the budget for one of the two years remaining. So, if we don ’t make sure that this works very well, it means that we can only look up to 2018 ,” he said.

In what is being described as Japan's worst mass killing in decades, at least 19 people are dead and 45 wounded in a knife attack on Tuesday at a facility for the handicapped in a city just west of Tokyo. (Readhere).
The face of of the perpetrator of the attacks has been revealed. 26-year-old Satoshi Uematsu turned himself in following the stabbing spree, confessing to the police that he wanted to "get rid of the disabled from this world".
According to Japanese media reports, He sent bizarre texts around the time he committed the sickening crime. He was also reportedly seen handing out fliers near the facility that said: "It is wasteful to have the disabled continue living" earlier this year.
Authorities said Uematsu had been admitted to a hospital back in February, after police contacted him in response to a letter he had attempted to pass to the speaker of the lower house of Japan’s parliament. In the letter, Uematsu argued that the government should permit euthanasia for disabled people. He said he would be willing to carry out such killings himself, and detailed how he would do it.
“I envision a world where a person with multiple disabilities can be euthanised, with an agreement from the guardians, when it is difficult for the person to carry out household and social activities.” He claimed he could wipe out a total of 470 disabled individuals” by targeting two facilities for disabled people during the night shift, when staffing is low. "The act will be carried out speedily, and definitely without harming the staff. After wiping out the 260 people in two facilities, I will turn myself in."

HKN’s act, Bayo Adeleke, popularly known as B-red, has opened up on beef with cousin, Davido.
According to the singer, there are no controversies between him and Davido or anybody.
While there’s yet to be a full explanation for why Davido cursed B-Red back in April when the pair reportedly clashed over Davido’s new signing, Mayorkun, B-Red said Davido is probably one of his best cousins and, “about being jealous of Mayorkun, I was the one prepping everything at his video shoot. He just posted my artwork yesterday.”
There have been claims that B-Red’s voice sounds like that of Davido and people have begun to claim that they may indeed be biological brothers.
He adamantly stated that he had rather be addressed as Davido’s cousin and not brother as people have generally been labeling him.
‘I don’t think I sound like him but other people do… I can’t kill myself even though I sound like him,” he said.
He however reacted to Davido’s comment that alleged that he (B-red) was ‘beefing’ Mayorkun’s success saying that he can never beef on Mayorkun because he (Mayorkun) is like a brother to him.

Koffi Olomide’s Zambia concert has been cancelled after he assaulted one of his female dancers at Nairobi’s JKIA last Friday. The Rhumba maestro was arrested after a video of him assaulting one of his dancers went viral, sparking outrage and condemnation on social media.
The Congolese Musician was scheduled to perform at this year’s 90th Show at the Zambia’s Agricultural And Commercial Society. The President of the management Committee Ben Shoko said on Sunday that the cancellation follows the unfortunate incident at Kenya’s Airport.
Olomide was deported to Kinshasa, DRC by Kenya Airways after he spent Friday night at JKIA’s police cell. He was arrested outside Royal Media Services offices on Friday evening shortly after his interview with Citizen TV.
The musician has, however, apologised for his behaviour. In a post on his official Facebook page on Sunday, the singer apologised to his fans, especially "women and children", asking for forgiveness.
"I profoundly regret what happened... it was a moment of madness," Olomide told Congolese national broadcaster RTNC, in an interview attached to the Facebook post.
The star also apologised directly to the people of the Democratic Republic of the Congo who may have felt "dishonoured by this behaviour".
During the interview, Koffi denied assaulting the dancer, identified as Pamela.
His lawyer George Wajackoyah also accused the police of manhandling the musician.
"The right procedure was not followed in deporting Olomide," he said during a press conference on Saturday." said Wajackoyah
Sources within the presidency have said President Muhammadu Buhari and his cabinet should resign.
-They are been asked to resign over their inability to manage the economy
Following the cash crunch that has gripped the Nigerian economy, sources within presidency are saying the president and his cabinet members, should be forced to resign for their inability to manage the economy.
The decline in the nation’s economy has been attributed to the renewed bombing of pipelines by militants in the Niger Delta region and the 70 per cent decline in oil prices from about S116 per barrel in June 2014 to about $30 per barrel earlier in the year.
Investigations had showed that the initial plan of the government, was to release the sum of N350 billion every quarter, to ensure that there were sufficient funds to keep capital projects running, but this plan has been thwarted, due to dwindling oil revenue and lack of clear cut economic policies. According to Post-Nigeria, the non-release of funds is having a devastating impact on the Ministries, Department and Agencies, (MDAs), as they are barely able to pay salaries, while every other obligation, particularly execution of capital projects, have been put on hold.
”With the excruciating hardship, and inflation rate hitting 16.5 percent, Buhari should do the needful, by tendering his resignation letter, having failed 180 million Nigerians,” a credible source lamented. Other reliable sources, added that the MDAs are currently frustrated, and are even scared of advertising for jobs, because they know there are no funds to execute them.
“The Ministry of Finance cannot even release quarterly allocation to MDAs as it used to do in the years past, because it is President Muhammadu Buhari who decides what is to be released, to which sector and at what point”, the source added.
The United States of America, had taken a swipe and called for the resignation of President Buhari. US accused the Buhari administration of sheepishly running Nigeria underground. The US former Chairman of House Intelligence Committee, Pete Hoekstra, made this disclosure on behalf of the United States, in an opinion article he wrote on Friday, June 17, published in the Wall Street Journal. Last week, Babachir Lawal, the Secretary to the Government of the Federation (SGF), said that the federal government would not be able to fully implement the N6.06 trillion 2016 budget, because the revenues of the government had dropped by over 50%, contrary to projections.

The eldest of my children is 11 years old. ” Aregbeshola is now being detained in Alausa Police Station alongside other four women. Two of the women are biological mothers of the rescued infants, while two others were commercial beggars from northern part of the country.

But when asked if it was possible for the beggars to pay her N1,500 daily for using the baby for two hours, she kept mum. Two of the women, Hadiza Nosiru and Salamotu Salisu, hail from Jigawa State.

Suspected Islamist militants attacked and seized control of an army base in the central Malian town of Nampala on Tuesday, the deputy mayor of a nearby town has said. “The army is regrouping in Diabaly and is preparing counter attack to retake the base, which fell into the hands of the assailants,’’ the deputy mayor of Diabaly, Ousmane Diallo, told newsmen. Malian officials said they had no information on the number of casualties. French forces intervened in Mali in 2013 to drive back Islamist fighters who had hijacked a Tuareg uprising to take over the northern part of the country.
However in spite of the presence of an 11,000-strong peacekeeping force, militants have reorganised and continued to launch attacks across Mali and the wider West Africa region. Army spokesman Souleymane Maiga said armed men in four-wheel drive vehicles and on motorcycles attacked Malian forces at several positions in Nampala at around 5:00 am (0500 GMT). “Apparently the attackers are Islamists supported by certain armed groups,’’ Maiga said, adding that the situation was now calm. Maiga however declined comment on who now controlled the base.
