FG urged To Apply Caution In Negotiating With Boko Haram

Kano State Governor Abdullahi Ganduje has warned that the Federal Government must be careful in its resolve to negotiate with the Boko Haram sect as the government might end up not talking to the genuine faction of the sect
“I hope when we negotiate with them, we are negotiating with the correct people,” he told State House correspondents in Abuja on Friday.
“Experience has shown that they have so many factions and if we are not lucky, we may be dealing with the wrong faction,” Ganduje said.
He called on the local communities to be vigilant and be interested in the security around them by making available intelligence information to the security agencies
“I believe the security agencies should have intelligence information to know what type of people we are dealing with.
“But, most importantly is community policing. Communities should be interested in the whole security situation because a lot of information can be received from the local people which will assist the security agencies.
“People should be alert about security situation,” he said.
While religious celebrations have not stopped Boko Haram attacks over the years, the governor expressed hope that the forthcoming Sallah celebration would be peaceful owing to the milestones achieved by the federal government in the war against insurgency in the country.
“We believe that with the efforts of Mr President, the insurgency is down and we are expecting a hitch-free sallah celebration,” he said.

 IK Ogbonna revealed that Sonia will relocate to Nigeria when she completes her masters. “Definitely, as husband and wife, she will have to relocate here at some point. But for now, we have not made any definite decision on that. She has to finish her masters, which is very important. We have to look for what’s best for us and decide on that.

Shocked As Saudi Authorities Detect Scissors Inside the Belly Of A Nigerian Pilgrim At Airport

A Nigerian pilgrim arriving in Saudi Arabia for the annual pilgrimage next week got the shock of his life when he was told a big scissors was detected inside his belly.
The unnamed pilgrim was reportedly passing through the security metal detector at the airport in the Western Red Sea port of Jeddah, when he was flagged.
He was told by the police to step back, remove all metal items on his possession and walk through the detector again. He did and the alarms went off again.
According to the Saudi daily ‘Al Wata’n, “He was taken for a scan at the hospital and the big surprise was that it showed there is a big scissors inside his abdomen”.
“When he was told about it, the pilgrim got a shock. He said that he underwent a surgery nearly 15 years ago but never had any pain”, the paper added.
It was unclear if the pilgrim was later allowed into the Gulf kingdom to undertake the Muslim pilgrimage

According to the singer, he showed up for a video shoot in a Toyota RAV 4 with registration number KJA6158BE.
Eyewitness revealed that as soon as the area boys laid their eyes on him, they demanded he settle them with cash but before he could speak a word, they bursted his tyres!
With over 50 area boys crowding him, D’banj was forced to an ATM where he withdrew an undisclosed sum to settle them.
However, the area boys refused to disperse and stri*ped him of his wristwatch and other jewellery including his shoes.
They only left him alone after policemen came to his rescue.
According to an eyewitness who spoke to Entertainer:
“I’m so excited, D’banj came to Tin Can Island to shoot a video and guys saw him. They burst his tires and held him hostage. He had to embrace every one of them and later he took them to an ATM where he withdrew some cash for them and shared among them. I love D’banj; it’s good to be a star.”

The family of the woman thought they were going to say their last goodbye to the woman as they were escorted through the hallways of North Carlina Hospital.

Her blood pressure was dangerously low (60/40, doctors later told the family) and her heart rate was soaring (more than 180 beats per minute). Cawley was hooked up to what doctors called "the last-chance ventilator," a machine pumping air into her lungs with such force that it rattled her hospital bed with each artificial breath, her husband, Jeremy Cawley, said.

But the hospital staff had one more idea to try.

"The nurses instructed us to strip the baby down and put her skin-to-skin with Shelly," her husband told The Washington Post. "Their hope was that if Shelly could smell the baby, feel the baby, hear the baby — even in the coma — it would give her a reason to fight.

“They needed her to start to fight."

And they thought Rylan Grace Cawley — just hours old — might be the only one who could help.
They put the newborn on her mother's chest, Jeremy Cawley recalled, and the child went right to sleep.
"We pinched Rylan and tickled her a little bit so that Shelly would hear her cry," he said with a chuckle.


When the baby did, her mother's vitals jumped, doctors told Jeremy Cawley. He said he was told it may have given her the strength she needed to push through. A week later, Shelly Cawley woke up and met her baby daughter.

“It was a weird feeling — like I was between a dream and reality," she told The Post. "But I do remember as clear as day looking at her face, how beautiful she was. I don’t think I knew at the time I had been asleep for a week. But it was my first time meeting my daughter. I was so overwhelmed."

El-Rufai Close Down 2 Churches, Seminary, Church Hospital

Governor Nasir El Rufai of Kaduna State has ordered the immediate closure of two churches, a seminary and a church-owned hospitals and secondary school all in Saminaka, Lere Local Government Area of Kaduna State.

He said the closure was to avoid the eruption of violence among factions of the congregations whose leaderships’ positions he described as, “principally to preserve their personal interests with little concern for the common good, and the peace and security of Kaduna State”.

A statement on behalf of the governor sign by his spokesman, Samuel Aruwan Wednesday in Kaduna named the affected bodies as: Theological Seminary of Northern Nigeria, (TSNN), Shalom Comprehensive College, Assemblies of God Church, AGC, Nmbare all in Saminaka. The rest are: Assemblies of God Church (Jerusalem) and AGC Evangelist Hospital, also in Saminaka:

Reads the statement: “The Kaduna State Security Council at its 15th meeting, held on the 15th September, 2015, deliberated on the leadership crisis in the Assemblies of God Church, AGC, Saminaka District, Lere local government area of the state.

“The council discussed this matter in the context of preventing threats to the peace and stability of the State.
“The Council noted that the leadership crisis has led to disintegration of order in the church, and raised tensions between the followers of the rival camps.

The crisis has also widened to the students of the church-owned school and seminary, who are now split and divided on factional lines.

“The Council reviewed previous efforts made to resolve the crisis. It noted that these were aborted by those involved in the leadership tussle, principally to preserve their personal interests with little concern for the common good, and the peace and security of Kaduna State.

“The Council unanimously agreed that if left unchecked, the growing tension may degenerate into total breakdown of law and order in the said area, with the potential to spread to other parts of the state.

“Therefore, the Council has taken steps to preserve the peace. It has unanimously directed the immediate closure of the following:

“Theological Seminary of Northern Nigeria, (TSNN) Saminaka. Shalom Comprehensive College, Saminaka Assemblies of God Church, Nmbare, Saminaka and Assemblies of God Church (Jerusalem) Saminaka AGC Evangelist Hospital, Saminaka
“As a result of these measures, those who may be affected will be admitted into government schools or hospitals, if they exercise the option.

“The Council also directed that the status quo with regard to farmlands, houses and other assets of the church be upheld pending resolution of the leadership crisis, which is a matter before the Supreme Court.

“Kaduna State Government wishes to reiterate that it will not tolerate the use of religion and ethnicity to cause crisis in the state.

“The government has also announced that it will prosecute anyone, no matter his or her standing, that is implicated in fomenting crisis in whatever form in the State”, the statement concluded.

ATM Card Operations: CBN Sets Out New Rules In Nigeria

The Central Bank of Nigeria has directed banks to ensure to resolve all Automated Teller Machine (ATM) cardholders’ complaints within a maximum of 72 hours from the date of receipt the complaints or face sanctions. This is contained in a new set of rules to guide transactions, going forward. Where records are falsified by any party, the CBN warns that adequate sanctions shall apply.

In an exposure draft on the standards and guidelines on electronic channels operations in Nigeria, signed Dipo Fatokun, its Director Banking and Payments System Department, the CBN also directed banks or independent organizations that deploy ATM for the use of the public to ensure that the ATM vault replenishment must be carried out as often as possible to avoid cash-out.

They are also to ensure that ATMs are not stocked with unfit notes and that cash is available in the machines at all time.

The CBN also warned that the ATM downtime (due to technical fault) must not be more than seventy-two (72) hours consecutively.

It added however, that where this is not practicable, customers shall be duly informed by the deployer.

They are also to ensure that the helpdesk contacts are adequately displayed at the ATM terminals.

It warned that at the minimum, a telephone line should be dedicated for fault reporting and such telephone line shall be functional and manned at all times that the ATM is operational.

Also, all ATM charges must be fully disclosed to customers, the CBN insists in the new rules.

The apex bank said that there must be appropriate monitoring mechanism to determine failure to dispense cash; and that there is online monitoring mechanism to determine ATM vault cash levels.

“Penalties Sanctions, in the form of monetary penalties / or suspension of the acquiring/processing service (s) or both, would be imposed on erring institutions for failure to comply with any of the provisions of the ATM standards and guidelines or any other relevant guidelines issued by the CBN from time to time,” the apex bank warned.

The funding and operation of the ATM deployed by non-bank institutions should be the sole responsibility of the bank or institutions that entered into agreement with them for cash provisioning and in this regard, the Service Level Agreement (SLA) should specify the responsibilities of each of the parties.

The CBN rules noted that Change of PIN must be provided to customers free of charge throughout the entire value chain, while acquirers monitor suspicious transactions and report statistics to CBN based on the agreed format and timeframe.

Back-up power (inverter) is made available at all ATM locations in such a way that the machine would not cease operation while in the middle of a transaction, the CBN said, adding that Waste disposal basket must be provided at all ATM locations.

A register of all their ATMs in Nigeria with location, identification, serial number of the machines, etc must also be maintained, going forward.

For security reasons, every ATM is required to have cameras which would view and record all ATM Security. “However, such cameras should not be able to record the key strokes of customers using the ATM,” the CBN further noted in the statement pasted on its website.

The CBN now requires any institution which operates an ATM to file an updated list of such machines, including the detail location of their addresses with its Banking & Payments System Department for compliance monitoring.

The CBN also disclosed that it will conduct onsite snap checking of ATMs with a view to ensuring compliance with cash and service availability at the ATMs, as it directed acquirers to report volume and value of transactions on monthly basis to its Director, Banking & Payments System Department.

Many die as outbreak of cholera hits Maiduguri IDP camps

No fewer than 16 people have been confirmed dead with over 170 hospitalized after a recent cholera outbreak at the three IDP camps in Maiduguri, the Borno state capital. UNICEF officials and those from the World Health Organizations who are stationed at the camps say the situation in the camp at the moment is terrible and requires immediate and drastic action.

“The situation at the camps is terrible. It was sudden and already a large number has been affected. At the last count, we have 16 dead and about 172 affected. We are in an emergency health situation in those camps.”one of the officials told Vanguard in a telephone interview.
Meanwhile National Emergency Management Authority Information Officer, Abdulkadir Ibrahim has denied the outbreak of the viral disease but rather reported cases of diarrhoea and vomiting
