The Promised Unemployment Benefit Of N5,000 Would Take Effect In 2016 - Punch

The Federal Government has started the process of fulfilling its promise to pay N5,000 monthly allowance to 25 million unemployed youths in the country with 2016 as the take-off date, The PUNCH investigation has revealed.

The All Progressives Congress, which defeated the then ruling Peoples Democratic Party in the March 28 presidential election, had promised during its campaign that if elected to the central government, it would pay N5,000 monthly to 25 million jobless youths as well as introduce a free school feeding programme.

A motion to compel the President Muhammadu Buhari-led Federal Government to fulfil the campaign promise of paying the unemployed youths was recently rejected in the Senate.

Our correspondents learnt on Monday that the Federal Government had, however, commenced plans to start the payment of the allowance while it had also taken steps to capture the free school feeding programme in the 2016 budget.

It was further learnt that the government had saddled some officials with the task of ascertaining the number of the unemployed youths, who would benefit from the scheme.

A top government official, who spoke on condition of anonymity on Monday, told one of our correspondents that the compilation of data was necessary in order to ensure that the programme was not sabotaged.

The source said, “You know that if the scheme is left open-ended, even Nigerians, who are employed and are by no means vulnerable, will still struggle to benefit from it. “You also know that if not properly handled, politicians will hijack the scheme and it will become a means of settling their constituents, whether they qualify to benefit from it or not.

This is why the government will come up with data on the beneficiaries very soon.” The source added that the fund meant for the scheme would be built into the 2016 budget. He explained that it was only when a decision had been reached on the number of people that would benefit from the scheme that the government would have an idea of how much it would spend on the programme.

He agreed that as a result of the process to get ready the 2016 budget and passed it into law, the scheme might not take off either in January or February, 2016. The Senior Special Assistant to the Vice-President on Media and Publicity, Mr. Laolu Akande, confirmed that work was ongoing on the identification of beneficiaries, saying it was the desire of government to ensure the commencement of the programme in 2016.

Akande stated, “Work is ongoing on various aspects of the implementation of that social investment plan, including the identification of those that will benefit from it. Very soon, we shall be concluding work on that; that is a very important aspect of the programme.

“The plan of the government is to start as much as possible in the area of social investment, and conditional cash transfer is part of it. “It is the plan of the government to explore how to start this with the 2016 budget.

” Cash transfer scheme to gulp N125bn monthly Investigations at the Ministry of Finance as well as that of Budget and National Planning showed that the process for the payment of the allowance to the unemployed had started with the compilation of the 2016 budget. According to analysis, the cash transfer programme, when fully implemented, will cost the Federal Government N125bn monthly and a total sum of N1.5tr annually.

This is amidst dwindling oil price, which has led to a reduction in government revenue by about 50 per cent. This development has led to the government recording fiscal deficit of about N676.47bn within the first six months of 2015, according to statistics from the Central Bank of Nigeria.

Top government officials, involved in the preparation of the budget, confided in one of our correspondents that both initiatives had been identified as part of the six priority programmes that would be implemented under the social development sector of the economy.

The source, who spoke on condition of anonymity, said apart from the cash transfer and school feeding programme, other social protection and welfare schemes were being planned to take care of Internally Displaced Persons. Details of the initiative for IDPs were still sketchy as of the time of filing this report.

The official said, “We have started working on the budget since September this year at the Ministry of Budget and Planning. “Since the ministry is the one coordinating the plans of government, what we did was to identify six priority programmes by pillars which have already been communicated to all the Ministries, Departments and Agencies of government.

“So while preparing the medium term plan, what we did was to look at the manifesto of the APC and prepare our plan based on what its campaign promises were to Nigerians before the elections.

“And since social development is a key aspect of its campaign, we identified social protection schemes such as the conditional cash transfer and the school feeding programme as key to the programmes for 2016.” The spokesman for the Ministry of Budget and National Planning, Mr. Salisu Haiba, could not be reached for comments as calls and text messages put to his number did not connect as of the time of filing this report.

Shortly after the Senate shot down a motion meant to compel Buhari to fulfil the promise, the wife of the President, Mrs. Aisha Buhari, had appealed to the ruling party not to renege on its campaign promise of paying N5,000 to the 25 million unemployed youths.

She also urged the party to fulfil its promise of giving schoolchildren one free meal a day.

President Buhari seeks Senate approval to borrow N2.10 trillion

President Buhari has sent a letter to the senate asking for permission to borrow N2.10 trillion to finance the 2015 budget. In the letter which was read at the senate's plenary session today November 18th, the president stated that the N882 billion loan earlier proposed by the past government to finance the budget had to be raised to N2.10trillion due to the dwindling oil price and other economic realities. FG bans importation of "I better pass my neighbor" generators

The Federal government has banned the importation a very common brand of generator locally called "I better pas my neighbor". The Controller, Federation Operations Unit Zone A, Lagos of the Nigeria Customs Service (NCS), Madugu Sanni Jubrin, made this known to newsmen yesterday Nov. 17th.
“The smaller generators have been banned by the Federal Government because it is causing air pollution and destruction of our lungs and breathing system.
That is why they have banned it but people are still interested in smuggling them in, that is why we intercepted them. If you go to the market, you still see them because people have imported them before the ban. So it is the leftover they had before the ban that they are selling because the law did not backdate the ban and it is not an absolute prohibition. It is prohibition by trade which means you cannot bring it in large quantity and sell to the public. That is the type of prohibition we have on this but if you buy one piece, Customs will not seize it.

Group Anonymous publishes details of 'ISIS recruiters' and takes down 5,500 Twitter accounts

The Group Anonymous has begun publishing the names and addresses of alleged ISIS recruiters after they declared war against the Islamic State in the wake of the Paris attacks, vowing to silence extremist propaganda and expose undercover operatives.

Now it has leaked details of at least five men it claims are recruiters for the terror group, as well as taking down 5,500 Twitter accounts.

Mirror Online reports that they have seen the names, addresses and phone numbers of men living in countries including Afghanistan, Tunisia and Somalia.
Anonymous activists also claimed to have identified a "high-ranking" recruiter living in Europe, but have not yet published an address.
We have contacted some of the men who have been named, but they have not replied and we have been unable to verify if the allegations against them are true.

Some Anonymous spokesmen claimed to have closed down a total of 5,500 ISIS supporters' Twitter accounts, whilst others put the figure at 900.
Hitting these accounts is seen as a way of shutting down the ISIS recruitment and propaganda machine.
A group of hackers called GhostSec is also working feverishly to identify the Paris attackers.

Anonymous is now compiling a massive list of Twitter accounts and web pages ahead of a large cyber-assault due to take place later this evening.

It is expected to use a digital weapon called a "DDoS" to shut down websites.

Controversial SA pastor who makes his congregation eat snakes, beaten, his church burnt down

Controversial South African pastor, Penuel Mnguni, of the End Time Disciples Ministries was beaten up by some angry South African youths in Mmakaunyane Village in the North Western part of South Africa last week Sunday November 15th. During the attack, the youths burnt down his church and tied him and a member of his church up with rope.


Penuel, who is known for engaging in strange practices such as asking his congregation to eat grass, strip naked and swallow live snakes, had been lying low for sometime after a mob led by South African vigilante group, the Economic Freedom Fighters, burnt his church at Soshanguve in Tshwane. He had tried setting up his church again inside a bush in Mmakaunyane community but was caught.

The tent of his church was burnt down by the angry youths while he and some of his church members were beaten and tied up. Police officers fortunately came to their rescue.

Resident Johanna Baloyi said the pastor and his congregation were not allowed in their area. “How can a person eat a rat and claim it tastes like chocolate? That’s evil!” A church member who was protecting her pastor said they have the right to attend any church they wanted. She said the rats have healed and saved them from suffering.

Senate asks JAMB to extend validity of results to 3 years

The Senate, yesterday, directed the Joint Admissions and Matriculation Board, JAMB, to extend the validity of its results to a period of at least three years. JAMB was also ordered to immediately stop its policy of re-assigning candidates to schools they didn't apply to, saying such policy was contrary to the act establishing the board.

The order came following a motion entitled: ”JAMB’s New Admission Policy, “ sponsored by Senator  Joshua  Lidani, APC, Gombe South, which was debated during plenary.

They also urged JAMB to consult widely with Parents Teachers Association, PTA, ASUU and all other stakeholders in the education sector with a view to coming out with a friendlier holistic, comprehensive and sustainable admissions policy.

It also directed its Committee on Education to enquire into circumstances surrounding the JAMB policy, including all allegations of favouritism and generally review the power of JAMB vis-a-vis administration and submit findings within one week.

Lidani said JAMB, at its 2015 Combined Policy Meeting, held on July 14, 2015, in Abuja, announced the adoption of a policy whereby candidates of universities with surplus applicants for the Unified Tertiary Matriculation Examinations, UTME, were reassigned to other universities with lower number of candidates than their capacities. Which he said was inappropriate because some candidates get sent to private universities that they cant afford.

Russia strikes ISIS with cruise missiles from a Mediterranean submarine for the first time in history

Russia struck ISIS capital with "Caliber" cruise missiles from the submarine in the Mediterranean sea. This is the first in history practical use of such weapon. Russia responded to the confirmation of the terrorist attack on plane A321 in Egypt.


Russian diesel-electric submarine "Rostov-on-don", making the transition from the Northern fleet to Novorossiysk, struck targets near the Syrian city of Raqqa, the capital of the banned in Russia "Islamic state" from the Eastern Mediterranean sea with "Caliber" cruise missiles, told RBC a source close to the Defense Ministry.

The results of the strike are being analysed using aerial and space intelligence. According to the source, the strike was made after the order of the President of Russia Vladimir Putin to intensify attacks on terrorists in connection with their involvement in the crash of the Russian plane A321 in Egypt.

The targets of the strikes were training bases, the headquarters, warehouses with weapons and ammunition, and points of concentration of militants. The attack was executed on a ballistic trajectory at an altitude of several kilometers, in order to avoid incidents with the busy shipping in the Mediterranean.

Strike from a diesel submarine "Rostov-on-don" was the first application of cruise missiles launched from a submarine on real enemy objects in the history of the Russian armed forces, said the RBC source.

There were no official confirmations of a new strike on ISIS from Moscow. First it was reported by the Western media. The French newspaper Le Monde, citing the French Defense Ministry announced the launch from the Mediterranean sea of Russian cruise missiles on Raqqa, without identifying the carrier of the missiles. According to the publication, the launch of missiles occurred on Tuesday morning, November 17.

Reuters with reference to US officials reported that Russia warned the American side about simultaneous strikes with sea-based cruise missiles and strategic bombers.
