While the parishioners enjoyed seeing their priest
having a good time, the stunt did not go down
well with the priest’s bishop.
“That was wrong,” the archdiocese said in a

Military Not Sincere On Casualty Figure Of Sunday’s Attack – Borno Residents

Residents of Maiduguri, the Borno State capital has faulted the claim by Operation Lafiya Dole that only 26 people were killed in last Sunday attack in Maiduguri by the dreaded Islamic sect, Boko Haram.

The residents said they had gone to the state specialists hospital where they saw the corpses and the injured, adding that there was the need to always keep the people abreast as regards the insurgency situation in the northeast.

Mallam Kallamu Inusa, who lost a brother during the attack on Sunday told DAILY POST that he was shocked by the claims made by the Nigerian military on the number of the victims.

According to him, “it is disheartening that people are not being told the truth about the situation; why can’t they tell us the truth? Hiding the position of things, particularly this insurgency is not the right thing to do.”

Inusa added, “in our area Polo, about six houses were burnt down by the attackers. They want us to believe them? They should resort to telling us the truth. I am not talking because I lost a brother; go round and ask people in this area, they would tell you that the figure is far beyond what the military is portraying.”

Another resident Mr. Amos Peter told DAILY POST that he was at the state specialist hospital where he counted more than 50 corpses while looking for his daughter.

“I am lucky and thank God; she was not killed. Right now, she is receiving treatment at the University of Maiduguri Teaching hospital. I personally counted over 50 people killed as a result of the attack. I am surprised that the military is saying that only 26 people were killed,” he said.

Biafra: Kanu Apologises To Buhari, Jonathan, Igbo Elders - PUNCH

THE leader of the Indigenous People of Biafra and founder of Radio Biafra, Nnamdi Kanu, has expressed regret for referring to President Muhammadu Buhari as a terrorist, evil and a paedophile in his radio broadcasts.

Kanu, who has been charged along with two others by the Federal Government before a Federal High Court in Abuja on six counts of treason and other ancillary offences, said he intended to write a private letter to Buhari to express his apology to the President.

He also apologised to former President Goodluck Jonathan and Igbo elders for “some uncomplimentary things” he said about them.

The 48-year-old pro-Biafran agitation leader, who is, however, unapologetic about his demand for a Republic of Biafra, has been in the custody of the Department of State Services since his arrest in Lagos on October 14, 2015.

He tendered the apology for his comment against Buhari and others in a statement which he made to the DSS on October 23.

The prosecution, in its summary of the case, alleged that in one of the radio broadcasts by Kanu on August 1, 2015, he expressed his resolve to actualise the Republic of Biafra and “cast aspersions on the person and the office of the President of the Federal Republic of Nigeria”.

The statement read in part, “Reference to the President of the Federal Republic of Nigeria as a terrorist, evil and a paedophile is regrettable and uncalled for and for that, I unreservedly apologise and will be doing so in a private letter to the President.

“Before PMB (President Muhammadu Buhari) there was the administration of Goodluck Jonathan. I also said uncomplimentary things about him and Igbo elders as well, which I now recognise should not have happened because it is un-African to be rude or insolent to elders.

“All I was trying to do is to draw attention to the problems afflicting society and something done about them.”

Kanu, who described himself as a Nigerian and a British citizen, justified his agitation for a Biafra Republic.

He said IPOB’s secessionist agenda was informed by the “incessant hardship, lack of holistic development in the socio-economic landscape of Nigeria, lack of youth employment, corruption in high offices and economic regression.”

He added that the agitation by IPOB, which, according to him, was founded in London in 2012 by a group of people from the South-South and South-East regions of the country, was in line with the United Nations Charter on the Rights of Indigenous Peoples ratified by African countries, including Nigeria.

In contrast to the counts of managing and assisting in the management of an unlawful society preferred against Kanu and two others, the Radio Biafra founder stated that IPOB, which the prosecution described as unlawful, was registered with the UN to pursue the rights of the people of Biafra.

He stated, “I can confirm that I, Nnamdi Kanu, is the leader of Indigenous People of Biafra worldwide as a legitimately and duly registered body at the United Nations pursuing the rights of a specific indigenous people, in this case, Biafra, to seek self determination according to the said charter.

“The reason for the formation of the Indigenous People of Biafra is to avail those referring to themselves as Biafrans the opportunity made available as a result of the United Nations declaration to seek the peaceful rebirth of Biafra in line with international law.”

Kanu, who is a son of a traditional ruler in Abia State, Sir I.O. Kanu, said he operated Radio Biafra, whose programmes “are designed to wake up the public from its slumber and address the issues of the time” because of his belief in free speech and freedom of expression.

He explained that the intended Biafra Republic comprised Enugu, Ebonyi, Abia, Imo, Anambra, Cross River, Akwa Ibom, Rivers, Bayelsa and Delta states as well the Igbanke part of Edo State; Igala part of Kogi State and Idoma/Igede part of Edo State.



Apart from Kanu, one of the two other defendants in the six counts filed by the Federal Government is a Field Maintenance Engineer, David Nwawuisi, charged with the responsibility of maintaining MTN masts in Enugu State.

The other defendant, Benjamin Madubugwu, was said to be living in the Ubilisiuzo, Ihiala Local Government Area of Anambra State, where he allegedly received custody of a container, housing transmitters, from Kanu.

On December 23 during the accused persons’ appearance in court for their scheduled arraignment, Kanu refused to take his plea due to what he called his lack of confidence in the presiding judge, Justice Ahmed Mohammed.

The judge promptly returned the case file to the Chief Judge of the Federal High Court, Justice Ibrahim Auta, for reassignment to another judge and the three accused persons were returned to the custody of the Department of State Services.

The fresh charges were filed against the three men barely 24 hours after Justice Adeniyi Ademola, in a ruling on Kanu’s bail application on December 17, ordered his unconditional release from DSS custody having been detained for about two months without any valid charges filed against him.

The PUNCH had reported that the Federal Government had alleged that transmitters for Radio Biafra, spreading secessionist agenda for carving out Biafra region from Nigeria, were found to be installed on MTN masts in Enugu and Anambra states between April and May 2015.

No new date has been fixed for the arraignment of the accused persons.

FG insists MTN Nigeria To Pay N780billion Fine By 31st December

Despite a suit in court, the Federal Government yesterday insisted that mobile giant MTN must pay the N780billion fine imposed on it by the Nigerian Communications Commission (NCC) latest tomorrow.

The government has also engaged a five-man team of Senior Advocates to defend the sanction in court.

The Ministry of Communications made the clarifications against the backdrop of fears of whether or not the government will stay action on the imposition of the fine.

MTN was punished for managing improperly registered 5.2m Subscriber Identification Module (SIM) Cards.

A top official said: “The fact that MTN has gone to court does not amount to a stay of the fine. We have not got any order restraining the Federal Government from collecting the fine.

“An application before a court does not amount to the nullification of the sanction or a stay of action.”

The Special Assistant to the Minister of Communications, Victor Oluwadamilare, who spoke exclusively with our correspondent, said there was no going back on the deadline.

He said the government will enforce the fine by December 31st.

He said: “Sequel to the suit filed by MTN, a team of very senior eminent lawyers has been put together to defend the interest of the Federal Government. I have on good authority that the lawyers have filed an objection to the MTN suit on diverse grounds.

“The suit is however without prejudice to the powers of NCC to enforce the fine clamped on MTN in line with the relevant provisions of the NCC Act.

“If ex-President Goodluck Jonathan had tackled the hydra-headed corruption monster and crass inefficiency in all spheres of governance like President Muhammadu Buhari is presently doing, the MTN saga would not have happened, not to talk of MTN’s audacity to go to court over a clear case of gross misconduct of trading 5.2million lines illegally in clear contravention of NCC’s guidelines.

“It seems that the MTN is still under the illusion of the permissible era of the Jonathan’s administration where anything goes. President Buhari’s government remains a purposeful and result-driven administration that brooks no nonsense and will not tolerate underhand manoeuvres.

“The leadership of the Communication sector under Minister Adebayo Shittu, whose character and integrity are impregnable, has remained focussed to ensure things are done differently for the country to achieve unprecedented success as envisioned by President Buhari.

“This will serve as deterrent to other telecoms operators in Nigeria. Nigerians are tired of poor service, Nigerians deserve the best and we will stop at nothing to do that.”

The NCC explained how MTN committed infractions and its neglect of warnings.

It said: “The fine that was imposed on MTN was the second within two months after the operators were given a seven-day ultimatum to deactivate all unregistered and improperly registered Subscriber Identification Module (SIM) Cards. While others complied, MTN did not.

“On August 4, 2015, at a meeting of all the representatives of the Mobile Network Operators (MNO), with NCC, major security challenges through preregistered, unregistered and improperly registered SIM Cards topped the agenda after which Operators were given the ultimatum to deactivate such within seven days.

“On August 14, 2015, three days after the ultimatum expired, NCC carried out a network audit, while other Operators complied with the directive, to deactivate the improperly registered SIM Cards, MTN showed no sign of compliance at all.

“Please recall that four (4) Operators; MTN, Airtel, Globacom and Etisalat, were sanctioned in August for non compliance of the directive to deactivate the improperly registered SIM Cards. MTN got a fine of N102.2million, Globacom N7.4million, Etisalat N7million and Airtel N3.8million fine. Others complied while MTN flouted the fine.


“Based on the report of the compliance Audit Team, an Enforcement Team which visited MTN from September 2 – 4, 2015 wherein MTN admitted that the Team confirmed that 5.2million improperly registered SIM Cards were still left active on their network; hence, a contravention of the regulations was established.

“Consistent with the Commission’s enforcement process, MTN was, by a letter dated October 5, 2015, given notice to state why it should not be sanctioned in line with the Regulations for failure to deactivate improperly registered SIM Cards that were found to be active at the time of enforcement team’s visit of September 15, 2015.

“On October 19, 2015, the Commission received and reviewed MTN’s response and found no convincing evidence why it should not be sanctioned for the established violations.

“Accordingly, by a letter dated October 20, 2015 the Commission conveyed appropriate sanctions to MTN in accordance with Regulations 20(1) of the Telephone Subscribers Registration Regulation 2011, to pay the Sum of N200,000.00 only for each of the 5.2million improperly registered SIM Cards.”

The statement said all stakeholders in the industry were part of the registration of telephone subscribers in Nigeria.

It said: “In order to ensure proper identification of telephone subscribers with their biometric data and in line with international best practice, the Commission came up with a framework for the registration of telephone subscribers in Nigeria. (Nigerian Communications Commission Registration of Telephone Subscribers Regulations 2011).

“The above Regulations were developed with the full participation of all key industry stakeholders, including all Mobile Network Operators (MNO) in 2011.

“The Commission on its part has a statutory responsibility to monitor and enforce compliance to the rules. More so, when national security is at stake.”

The statement explained that National interest is paramount because when lives are lost they cannot be replaced.

“As a responsible Regulator, the NCC will not stand by and watch Rules and Regulations for Engagement being flouted by any Operator.

“The Commission has adopted a smart regulation in its oversight function in the industry, hence it has always weighed the implications of sanctions, that is why it had to place the appropriate sanction accordingly.”

The NCC statement further said that sanctions are the last resort after all overtures fail but this does not in any way undermine Industry Standards and the interest of Investors.

2016 Budget: Buhari To Spend More Than Jonathan On Presidential Villa - Vanguard

Further details emerging from the recently presented 2016 budget have shown that the executive arm of the government would spend the lion share of N5.87 trillion, or about 96.5 per cent of the total N6.1 trillion about N205 billion or 3.5 per cent to the other arms of government, with the Legislature and the Judiciary, spending N115 billion and N90 billion respectively.

The breakdown of the budget also indicates that the government intends to spend N39 billion in running the Office of the President with major allocations going to car purchase at N3.9 billion and another N189 million to change tyres for some specified vehicles in the Presidency.


Buhari presents N6.08trn 2016 budget to NASS
Some details provided indicate that the vehicles that will gulp the budgeted sum for tyres include Mercedes Benz bullet proof and plain, Toyota cars, trucks Land Cruiser SUV, Prado SUV, Hilux, Peugeot 607 and 406, BMW trucks, ambulances as well as utility and operational vehicles.

Also, the Presidency will spend about N1.4 billion on travels during the fiscal year, according to the budgetary provisions.

The budget breakdown shows that some super ministries could be identified by the relative amounts allocated to them with Ministry of Finance taking the lion share of N1.5 trillion followed by Budget and National Planning with N1.15 trillion.

Buhari to spend more than Jonathan on Presidential Villa

In 2014, Jonathan spent N12.2 billion on the State House, while in 2015, the government spent N6.6 billion for the presidential office, amid dwindling revenue occasioned by sliding oil prices.

The costs cover the State House headquarters, the president’s office and the office of Vice President Yemi Osinbajo. They also cover the budgets of the State House medical centre and the Lagos Liaison office.

One of the most outstanding State House spendings in 2016 will be the purchase of BMW saloon cars at N3.63 billion. It is not clear yet what purpose the cars would serve.

The State House budget also contains a repeat of projects the Jonathan administration repeatedly allocated funds for. An example is the purchase of computers, which has featured in budgets of previous government each year.

In 2016, the State House will spend N27. 5 million on computers, while N268.9 will finance computer software acquisition.

Aso Rock will spend N764.7 million on recreational activities.

The installation of electrical lighting and fittings, which received substantial allocations in 2014 and 2015, will gulp N618.6 million next year.


The budgets are subject to the approval of the National Assembly.

Other big spenders are Ministry of Interior with N498.5 billion, Education ministry is to spend N483.7 billion while the amalgamated Ministry of Works, Power and Housing is to spend N467.6 billion.

El-Zakzaky’s followers charged with criminal conspiracy, remanded in custody

Some members of the Islamic Movement of Nigeria have been arraigned at the Chief Magistrate Court 1, Zaria Road, Kaduna and charged with criminal conspiracy and inciting public disturbances.
Their leader, Ibrahim El-zakyzaky, has been taken into custody by the army before he was released to the police for investigation.

The Force Public Relations Officer, Olabisi Kolawole, on Tuesday t saidhat the Shi’ite members were being prosecuted for incitement and public disturbances among other charges.
She said:
“Some Shi’ite members have been arraigned in court where they were charged with criminal conspiracy, inciting public disturbances among others; they have been remanded in prison custody and the case adjourned.”
The Shi’ite members had had a clash with the Army about two weeks ago during which about 20 persons were killed.

They have been remanded in prison custody.
