Buhari Order Immediate Arrest Of Okonjo-Iweala And Emefiele.

It has long been established that a subordinate has no legal obligation to obey illegal orders from his/her superior.
This point is important as we examine the recent nauseating revelations about the huge sums of money that the former finance minister, Mrs. Ngozi Okonjo-Iweala and Central Bank governor, Godwin Emefiele, made available to the now arrested former National Security Adviser, Sambo Dasuki.
Few days ago, Okonjo-Iweala admitted giving Sambo Dasuki the sum of $322m on the orders of former President Goodluck Jonathan. Before that the same Okonjo-Iweala admitted spending $2bn from the Excess Crude Oil account on the orders of the former President.
The Central Bank of Nigeria under Godwin Emefiele has admitted giving Sambo Dasuki billions of Naira and dollars on the orders of the former president.
A good part of these monies were given to Sambo Dasuki in cash in clear contravention of existing anti-money laundering laws by the country’s chief banker. Let us put the money laundering issue to the side for now.
The problem with the orders from the former President to the then finance minister and current CBN governor is that they were illegal.
Neither the President nor any other government official in Nigeria has the legal authority to order the spending of funds that have not been appropriated by the National Assembly! Both subordinates knew or ought to know that the orders they were obeying were illegal and should have refused to comply.
Resignation was an option. Between these two subordinates they cost the nation in excess of $5B by obeying the referenced illegal orders. That is just what we know so far and this kind of behavior is going on at every level of government everyday.
The arrest and prosecution of Okonjo-Iweala and Godwin Emediefe will send out the message that “the president ordered the payment” is not a defense known to the laws of Nigeria.
Their prosecution is imperative in light of the fact that a lot of the money being stolen in the country is not in the custody of the people stealing them. They rely on a group of people that I call facilitators in an upcoming article to get access to public funds in the custody of the facilittors.
In almost every case of monies made available to Sambo Dasuki, all those making the money available were following illegal orders and they knew it. The time has come for Buhari to beam the searchlight on this group of people.
The commercial bankers who allow government officials to come into their banks and withdraw millions and billions in cash in apparent violation of anti-money laundering laws are facilitators of corruption because they know the funds are dirty hence the need to terminate the paper trail through cash withdrawal. The bankers ought to be in jail too partly because they make tracing these funds more complicated.
To understand the importance of subordinates not obeying illegal orders, imagine that Okonjo-Iweala, NNPC and Godwin Emefiele refused to obey the former President’s illegal orders and resigned under pressure and spilled the beans.
With Nigerians fully aware of the attempted fraud it would have been difficult for their replacements to obey the same illegal orders.
Buhari’s anti-corruption war must involve establishing a culture that encourages civil servants, and bank employees to disobey illegal orders.
This will prevent our money from leaving the treasury rather than chasing after the money after it has been stolen.
Before closing I will like to remind people that a majority of the civilians and military officers who were tried, executed or jailed by the post-World War 2 Nuremberg Trials courts in Germany were obeying orders from Adolf Hitler.
The problem was that Adolf Hitler had no legal basis for issuing the orders and those who ended up being executed for obeying the orders had no obligation to obey the orders.
Ngozi Okonjo-Iweala and Godwin Emefiele should be familiar with the Nuremberg Trials. The lesson is that a superior cannot order a subordinate to do anything that the superior has no authority to do himself/herself.
Nigerians must rid themselves of the idea that a President has the power to order anyone to do anything in the absence of enabling legislation. Na oga say make I do am is not a defense.

US woman with half a body and actress Rose Siggins dies at 43

American actress Rose Siggins, who played a legless character on "American Horror Story: Freak Show," died Saturday in Denver, according to her reps. Siggins was 43.

She was known as the woman with half a body. She was married and had two children...




The FX network show announced her death on its Facebook page, saying: "We are saddened to learn of the passing of Rose Siggins. She was beloved by everyone in the AHS family. She was a kind person, a loving mother and a very talented actor. Our thoughts and prayers are with her family and friends at this time."

Rose was born with a rare genetic disorder known as Sacral Agenesis. She had severely deformed legs with feet pointing in opposite directions which was eventually removed. 

Her pregnancy was extraordinary and ground-breaking, no-one with Sacral Agenesis had ever given birth but she gave birth to two. What a phenomenal woman. RIP, Rose!

Burundi massacre: 87 civilians killed during clash with military

At least 87 bodies were found in Burundi's capital Bujumbura on Saturday Dec. 12th, a day after the government said an unidentified group carried out coordinated attacks on three military installations.

The violence is linked to President Pierre Nkurunziza's third term in office, which many Burundians and foreign observers had opposed as unconstitutional and in violation of a peace accord. The treaty ended a civil war in which 300,000 people were killed between 1993 and 2006.

"The final toll of the attacks yesterday is 79 enemies killed, 45 captured and 97 weapons seized, and on our side eight soldiers and policemen were killed and 21 wounded," Colonel Barataria, Burundi Army spokesman was quoted as saying by the AFP news agency.

"Residents say people wearing police uniforms came into residential areas that have been hotbeds of protest. Residents believe these killings were a response to Friday's attacks on the military," reported Al Jazeera's Malcolm Webb, who spoke to eyewitnesses in Bujumbura.

"The bodies of dozens of civilians were on the street - most of them young men - many appear to have been shot at close range," said Webb.

According to Associated Press, an eye witness said he counted 21 bodies with bullet wounds in their heads in the Nyakabiga neighbourhood on Saturday morning.

Some of the dead had their hands tied behind their backs.

Fidele Muyobera (22), said: “I fear I can be killed like my friend yesterday, police came to search our house and by chance I escaped. If I had money, I would go buy a passport and flee.”
“What is the international community waiting for? Will they intervene when there are no more people in Burundi?” asked businessman Gerald Bigirimana in Nyakabiga while pointing at one of the bodies lying on the streets.

Police spokesman Pierre Nkurikiye said there were "no collateral victims" during Friday's clashes.
"All the deaths were attackers killed in the joint sweep operation of the army and police," Nkurikiye said. "The enemy was neutralised."

Gambia becomes an Islamic State Officially

President Yahya Jammeh has declared The Gambia "an Islamic state", but stressed that the rights of the Christian minority in the small west African country would be respected and that women would not be held to a dress code.

The announcement came as the president addressed supporters in the coastal town of Brufut on Thursday, and the comments were later broadcast on state television and repeated on his website.
"Gambia's destiny is in the hands of the Almighty Allah.

As from today, Gambia is an Islamic state. We will be an Islamic state that will respect the rights of the citizens," he was quoted as saying on the presidential website.

In television footage of the address on GRTV, seen by AFP on Saturday, the president did not go into detail about what the change would mean for the country, but he reassured Christians and followers of other faiths they would be able to worship freely.
"Christians will be given their due respect. The way of celebrating Christmas will continue," he said, adding that no one had the right to interfere with others' "way of life".
He also warned against trying to impose a dress code on women.
He said:
"I have not appointed anyone as an Islamic policeman. The way women dress is not your business," he said.
An impoverished former British colony nestled within Senegal, and famed for its white-sand beaches, The Gambia has a population of nearly two million, 90 per cent of whom are Muslim.
The remaining eight per cent are Christian and two per cent are defined as having indigenous beliefs.

Jammeh, 50, a military officer and former wrestler from a rural background, has ruled the country with an iron fist since he seized power in a coup in 1994. The main opposition party on Saturday poured scorn on the president's unexpected proclamation of an Islamic republic, saying it had no legal basis.

Earlier this year, Human Rights Watch branded Jammeh's regime one of the most repressive in the world, blaming paramilitaries and secret police for torture, disappearances and extrajudicial killings.

In 2013, Jammeh withdrew his country from the Commonwealth, saying it represented "an extension of colonialism".

Suspected kidnappers on Saturday abducted and killed the newly appointed transition committee chairman of Jos East Local Government Area of Plateau State.
Family sources told Premium Times today that Hosea Azi was kidnapped on Friday evening along Miango road, in Kufang, near former NYSC Secretariat in Jos South Local Government Area of the state.
The sources said the politician died alongside four of the six people who abducted him after the car in which they were driving him away got involved in an accident in Keffi, Nasarawa State.
The late Mr. Azi was appointed the transition committee chairman of Jos East on Thursday, following the removal of his predecessor, Sanda Agwom, by Governor Simon Lalong.

Woman charged with attempted murder for failed abortion

A 31-year-old Murfreesboro woman was arrested Wednesday and charged with attempted first-degree murder after a failed attempt to end her pregnancy, according to a report from the Murfreesboro Police Department.
Anna Yocca of Swindon Circle is accused of using a coat hanger to end her pregnancy in September, Detective Tommy Roberts reported. She was 24 weeks pregnant then.

Yocca was indicted by the Rutherford County grand jury in December and is being held in the Rutherford County Adult Detention Center on $200,000 bond. Her court date was set for Dec. 21.
Roberts reported Yocca filled a bathtub with water, “took a coat hanger and attempted to self-abort her pregnancy.” Because of the amount of blood, she “became concerned about her safety” and her boyfriend took her to Saint Thomas Rutherford Hospital.

Yocca was transported to Saint Thomas Midtown in Nashville where medical professionals were able to save the child, who weighed 1.5 pounds.
Roberts said he interviewed doctors and nurses who reported Yocca said she wanted to terminate the pregnancy.
“Although Saint Thomas Midtown was able to save ‘Baby Yocca,’ they indicated to me that his quality of life will be forever harmed,” Roberts said.
Doctors at Saint Thomas Midtown told Roberts the child will need continued medical support for the remainder of his life because of injuries sustained in the attempt.
