Nigeria Seeks Secret Trial For Nnamdi Kanu.

The Nigerian government has asked a Federal High Court in Abuja to conduct a secret trial to cross-examine witnesses in the ongoing case of alleged treasonable felony and other charges against leader of the Indigenous People of Biafra, Nnamdi Kanu.
Mr. Kanu and two others, Benjamin Madubugwu and David Nwawuisi, are facing charges of alleged treason, maintaining unlawful society, possession of firearms, among others.
Counsel to the federal government, who is also the Director of Prosecution in the office of the Attorney General, Mohammed Diri, asked the court at the opening of session to permit the conduct of secret trial for the protection of witnesses.
But counsel to the first defendant, Chuks Muoma, opposed the application for secret trial, saying military personnel were already providing adequate security during the trial.
He however prayed the court to order the return of $2,200; N87,000 and two international passports collected from Mr. Kanu upon his arrest.
Mr. Muoma said the prosecution, despite collecting the said amount and items, had deliberately avoided stating anything regarding them in its affidavit.
He prayed the court to order the return of the item, stressing that the allegations against his client were yet to be proven in court.
Mr. Diri however objected, stating that the defendants had the right, as stipulated in Section 10 (7) of the Administration of Criminal Justice Act, to ask for their items, from the prosecution.
In his response, Mr. Mouma said it is only the court that can grant the relief sought by his client.
The trial judge, Justice John Tsoho, ruled that the submission of the prosecution counsel that the application for release of his client’s items should be made to the office of the AGF was wrong.
Mr. Tsoho noted that since the defendants had been brought before the court of law, the manner of making the application for retrieval of items was duly made.
He however ruled that since evidences were yet to be tendered before the court on the matter, it would be improper to assume that the items were not important to the prosecution.
“I hold a humble view that just as the prosecution is not to be confined to the number of witnesses it can bring before a court, its number of evidences cannot also be limited,” said Mr. Tsoho.
The matter was adjourned to February 19 for ruling on the application for secret trial.

FG Moves To Secure List Of Properties Owned By Nigerians In Dubai

Few weeks after President Muhammadu Buhari’s visit to the United Arab Emirates (UAE), the federal government has revealed that efforts were in top gear to secure a list of Nigerians who owned choice properties in the country from proceeds of fraud.

Minister of Foreign Affairs, Mr. Geoffrey Onyeama, while briefing the Senate Committee on Foreign Affairs during the budget defence of the ministry, said the Nigerian government was in talks with the UAE government in getting a list of all properties owned by Nigerians.

According to him, with the presence of the new All Progressives Congress (APC) government and the change mantra, Nigeria’s diplomatic missions will be repositioned to effectively carryout their functions.

On the issue of money laundering and the role of Nigeria’s foreign missions abroad, he disclosed that the Ministry is presently engaged in the recovery of over $300 million laundered money in the State of New Jersey in the United States of America.

Meanwhile, a Senate panel has urged foreign missions abroad to be watchdogs of the federal government in its fight against money laundering which has made countries abroad their safe havens.
The recommendation was given by Senate Leader Ali Ndume during the 2016 budget defence of Foreign Ministry.

Meanwhile, the Federal Government has revealed plans to employ families of dead victims as well as other injured persons of the 2014 immigration test stampede.
Minister of Interior, Abdulrahman Danbazau disclosed this in an interview with newsmen at the end of the ministry’s budget defence yesterday.

Dambazau said the ministry, in accordance with a presidential directive, has concluded plans to employ them, adding that their letters of employment will be issued shortly.
“There is a Presidential directive and we are implementing that directive…They will get their letters of employment as soon as possible. It is now for the board to sit down and organise the process. We want to ensure that the process is transparent so that nobody can criticise it in the future,” he said.

In April 2014, over 20 applicants died during a nationwide recruitment exercise conducted by Nigerian Immigration Service (NIS). Several others were injured during the stampede.

Former President Goodluck Jonathan, then promised to give automatic employment to family members of deceased applicants. Other applicants who sustained different degrees of injuries were also promised automatic employments.

Subsequently, a presidential directive was given, but was not followed through before the expiration of the tenure of the last administration. Similarly, a Senate committee report which indicted some officials of NIS and the former minister of Interior, was not implemented by the last administration as well.

Zika Virus Is In Nigeria- Health Minister

Twenty Five percent of Nigeria’s population have tested positive to the dreaded Zika virus currently ravaging the South American continent.

The Minister of Health Prof. Isaac Folorunso Adewole who made the revelation while defending the 2016 budget of the Ministry of Health said the virus is not taken serious because Nigeria is not interested in it.

He said: “I want to say that Zika has been with us since 1954. About 25% of Nigerians are positive to Zika virus but what has happened is that it has done nothing to us.”
Zika virus according to the Centre for Disease Control, spread to people through mosquito bites. The most common symptoms of Zika virus disease are fever, rash, joint pain, and conjunctivitis (red eyes). The illness is usually mild with symptoms lasting from several days to a week. Severe disease requiring hospitalization is uncommon.

In May 2015, the Pan American Health Organization (PAHO) issued an alert regarding the first confirmed Zika virus infection in Brazil. The outbreak in Brazil led to reports of Guillain-Barré syndrome and pregnant women giving birth to babies with birth defects and poor pregnancy outcomes.

In response, CDC has issued travel notices for people traveling to regions and certain countries where Zika virus transmission is ongoing.

The World Health Organisation (WHO) said the incubation period (the time from exposure to symptoms) of Zika virus disease is not clear, but is likely to be a few days. The symptoms are similar to other arbovirus infections such as dengue, and include fever, skin rashes, conjunctivitis, muscle and joint pain, malaise, and headache. These symptoms are usually mild and last for 2-7 days.

During large outbreaks in French Polynesia and Brazil in 2013 and 2015 respectively, national health authorities reported potential neurological and auto-immune complications of Zika virus disease.

Recently in Brazil, local health authorities have observed an increase in Zika virus infections in the general public as well as an increase in babies born with microcephaly in northeast Brazil. Agencies investigating the Zika outbreaks are finding an increasing body of evidence about the link between Zika virus and microcephaly.

However, more investigation is needed before we understand the relationship between microcephaly in babies and the Zika virus. Other potential causes are also being investigated.

In an exclusive interview with Naij.com on Monday, February 8 at their Omole residence, Paul maintained that Psqaure remains intact but it was time for each of them to try out things independently without hurting the Psquare family.

He said he decided to sign Muno immediately he heard him so as not to repeat missed opportunities he had with some artistes in the past. He revealed that he had missed opportunity of signing artistes who are now stars just because he wanted them signed unto Square records.


“When they brought Muno to me, I heard his voice, I accepted him immediately because I no wan hear say he don blow tomorrow and I don miss again (general laughter).”

He further explained that Square records had missed opportunities of signing several artistes.

“When Jude brought Cynthia Morgan I was in support of it, but my brother (Peter) wasn’t comfortable with it but Jude doesn’t want that kind of stories anymore so he went on his own. We don’t want to experience the kind of experience we had before because the problems we will start resolving might even start affecting us. Now, some of us are now like, ‘if to say we know we for allow this girl join us o in Square records’.


Asked if he regrets not signing Cynthia Morgan to Square records, he said; “It’s not only Cynthia Morgan, there is somebody I regretted, Phyno. That’s exactly what I was trying to explain to you earlier. I had the opportunity, he was in my front but because I wanted him on Square records and I couldn’t get it. He’s still my guy sha.”

Probed further, he stated that he missed the opportunity of signing 9ice, Kiss Daniel and other music stars.

“Dem plenty. I first had 9ice, i tried to convince my brothers. Everyone like him o, but then we were working on our Do Me album. The first artiste I would have signed to Rudeboy records was when I heard Woju on radio. I call him Woju (Kiss Daniel). I called everyone but we couldn’t get him. Music is spiritual, once you have that feeling, just move.”

Paul who is currently promoting the two singles released by Muno, No regrets and slow slow, said he is sure of achieving success with Rudeboy records and Muno. He equally added that Psquare will return with two or three new singles in 2016.

N400m Fraud: EFCC Closes Case Against Olisa Metuh

The Economic and Financial Crimes Commission (EFCC) yesterday closed its case against the spokesman of the Peoples Democratic Party (PDP), Olisa Metuh.

Metuh was arraigned before Justice Okon Abang of a Federal High Court in Abuja over alleged N400m fraud.

During his trial yesterday, a witness of the EFCC, Junaidu Sa’id, told the court how $47million was withdrawn from the CBN and disbursed to members of the PDP including Metuh for the purpose of the party’s presidential campaign.

Sa’id, an investigative officer with the anti graft agency, was led in evidence by the prosecuting lawyer, Mr Sylvanus Tahir, told the court that the commission in the course of investigation discovered how the office of the National Security Adviser under Col. Sambo Dasuki’ leadership withdrew $47million for the purpose of the campaign activities of the PDP.

The witness said, “It was at that period that Dasuki withdrew $47million from the CBN which was shared to members of the party for the presidential convention that the commission traced the $2million paid to Destra Investment company belonging to Metuh.

“It was four days after the disbursements that Metuh gave the money to his then wealth manager, Nneka Nicole Ararume.”

Under cross examination by the lawyer to Metuh, Onyechi Ikpeazu (SAN), the witness said that Metuh had written in his statement that the monies he received from the Office of the former NSA was for campaign activities as approved by former President Goodluck Jonathan and for the payment of his personal debt.

He added that about N77.5 million was allegedly paid to one CMC Connect for campaign publicity for the PDP while N25million was giving to Abba Dabo for the same purpose.

He also told the court that the National Women Leader of the PDP, Kema Chikwe, got N5million from the said money while the Chairman, Board of Trustees of the PDP, Tony Anenih, received N21.7milllion .

He also told Justice Obong Abang that N500million was paid in two tranches to a firm, Daniel Ford International, by Metuh for the purchase of a landed property at Banana Island in Lagos State.

The witness said that investigations revealed that Dasuki had on November 27, 2014, made a N10billion withdrawal from the CBN and converted same to $47 million which was shared to some PDP party members at its national convention.

Naira Drops To 313.5 per Dollar

The naira dropped further to 313.5 against the United States dollar at the parallel market on Tuesday as shortage of foreign exchange, especially the greenback, persists in the forex markets.

The local currency had traded for 310 to a dollar on Monday.

On Tuesday, the naira closed at 199.40 to the dollar on the interbank market, according to Reuters, around the peg rate of 197 to the dollar.

This came just as the interbank lending rate rose to two per cent from one per cent on Monday, after the Central Bank of Nigeria had directed commercial banks to fund their naira accounts ahead of its intervention in the forex market on Thursday.


The overnight lending rates jumped by 100 basis points as the movement of naira cash for forex purchases drained liquidity in the financial market.

The CBN intervenes once a week at the interbank forex market to provide dollar liquidity for some eligible importers.

The naira had plummeted against the dollar last month after the CBN banned dollar sales to Bureau De Change outlets and later stopped daily sales to the interbank market.

The measures were aimed at conserving the nation’s external reserves, which have hit an 11-year low at $28bn.

“The overnight rate went up today to three per cent in the early trade but declined to two per cent after some banks funded their forex accounts,” one dealer said.

The interbank rate mirrors the level of naira liquidity in the banking system.

Traders said commercial lenders’ credit balance with the central bank opened at N978bn ($4.94bn) on Tuesday before the bank called for the funding for forex purchases.

The central bank requires banks to fund their forex account 48 hours in advance of its intervention.

DSS Arrests ISIS Recruiter and Other Terrorists - Planned Terrorists Attacks in States Aborted

In line with the Service statutory mandate  to decisively and continually provide actionable intelligence as well as act to degrade persons and groups that threaten  internal security in the Country, the Service initiated series of tactical operations, involving raids and enforcement actions against identified criminal and extremist kingpins and syndicates across the country.
These recent operations have significantly degraded the key extremist groups and kidnapping gangs, terrorizing innocent citizens in the Country, particularly in the South-West, North-West and Middle-Belt regions of the Federation.
 
On 17th January, 2016, one Abdussalam Enesi YUNUSA, a recruiter for the Islamic State of Iraq and Syria (ISIS) was arrested in Kano. His arrest was sequel to available intelligence which indicated his terrorist antecedents and covert drive to indoctrinate and recruit susceptible youths in the country.
Prior to his arrest, YUNUSA had completed arrangements to embark on a journey to join an ISIS terrorist training camp in Libya, with other Nigerians whom he recruited for the ‘Islamic State’. These recruits include the trio of one Muhammed RABI’U, Yahaya Momoh JIMOH and Zainab SUNDAY (f). YUNUSA is a 400 level undergraduate student of the Federal University of Technology, Minna, Niger State, where he was studying for a degree in Information and Media Technology.
He was subsequently radicalized and became a member of an extremist cell, comprising of one IBRAHIM (fnu) and Abubakar LIGALI, whom he revealed are currently undergoing terrorist training in Libya. He listed one AMINU (fnu) and Ibrahim JIHADI (Nigeriene), as other ISIS agents operating in Nigeria and the West African sub-region. The cell was being funded by one Abu-sa’ad Al Sudani, a media expert with the extremist group using Western Union money transfers to fund the terrorist cell agenda. 
On 17th January, 2016, in Daura township of Daura LGA, Katsina State, another budding extremist cell affiliated to ISIS, was intercepted by the Service. One Ibrahim Mohammed DAURA, Zaharadeen SALISU and five other elements of the proscribed extremist group, Ansaru, were arrested by the Service. This group was discovered in an active stage, as its members were already co-ordinating themselves for attacks in Katsina and Kano States.
In the same vein, on 22nd January, 2016, one Obansa SALAMI, Ejide TIJANI aka Abu Uwaise II, Mohammed RABIU aka Ubida II, Zainab MOHAMMED and Abdulqadir Salisu AHMAD were arrested in Kano by this Service, while  migrating to Libya, with their immediate families including infants, in a bid to join ISIS. This group was apprehended after painstaking monitoring of its network and plans.
On 29th January, 2016, the Service arrested Mohammed Aliyu NDAKO in Kwara State. NDAKO is a seventeen (17) year old undergraduate student of a tertiary institution in the State. He was arrested sequel to credible intelligence on his plans with one Abdulkadir Salisu AHMAD a.k.a Daddy Tall, another student in Kano State, to carry out coordinated lone-wolf attacks on selected populated targets in Nigeria preferably worship centres or recreation venues. Suspect had hitherto been communicating with foreign extremist elements, while sourcing online terrorist training and support.
Within the window of these tactical operations, between the month of December 2015 and February 2016, the Service,  busted the  network of syndicated kidnap gangs spanning different regions in the country, especially Kebbi, Zamfara, Niger, Nasarawa, FCT, Oyo and Osun States. Foremost in this line, was the arrest of a gang of five (5) kidnappers, Abubakar HASSAN, Usman MUSA, Usman ADAMU and Idrisa Babangida AHMADU at Ife junction, Osun State, on 3rd  February, 2016.
On 5th February, 2016, the fifth member of the gang, Saidu ISYAKU was arrested at Ojo area, Oyo State. These kidnappers, Six (6) AK 47 rifles, five (5) magazines and about one thousand rounds of ammunition were recovered. This gang has been active in the South West axis of the country and were at advanced stages of kidnapping high value targets for huge ransom, before they were intercepted.
Another breakthrough in the fight against kidnapping was the killing of Abubakar MOHAMMED (aka BUBA), and an unidentified member of his group, on 8th February, 2016 close to Jebba Medical Centre, Jebba, Kwara State by security operatives as they tried to escape during a shootout with security operatives. MOHAMMED was a notorious kidnap kingpin known for his brutality and various acts of lawlessness. It is disheartening that this criminal and his men had terrorized, to no end, residents of the South West zone.  He was also linked to the kidnap of the elder statesman, Chief Olu Falae, in Ondo State.
In the wake of deliberate  vandalism of oil pipelines  by criminal elements in the South-South region, the Service arrested one Nengi Samuel IKIBA aka Kockman Abula, a notorious pipeline vandal on 27th January, 2016, in Bayelsa State. IKIBA confessed to vandalizing several pipelines in the State, including the 24” Agoda/Brass Oil pipeline at Idema community in Ogbia LGA of Bayelsa State. 
The modest success of the Service in its support to the Federal Government to achieve its desired economic objectives and stability may also be noted. To this effect, the DSS have arrested a group of fraudsters who had concluded plans to hack the Government Integrated Financial Management Information System (GIFMIS) domiciled in the Office of the Accountant General of the Federation in order to steal Four Billion, Five Hundred Million Naira (N4.5b) from the Treasury Single Account (TSA).
The gang was led by one Sunny OKOH, a hacker who  worked in collaboration with the trio of Uwem Udo EKPO, a Chief Program Analyst in the OAGF, Maxwell EKENE, a retired security operative and Dozie EGWU, based in Malaysia and who is now at large. The suspected fraudsters intended to use a software they had sourced and codes released to them by EKPO to hack Government accounts in the Central Bank of Nigeria (CBN) and defraud the Government of this huge sum.
It is instructive to note that a credibility problem would have arisen over the TSA policy if these hackers had succeeded in their plan and thus lend credence to the critics of the policy that it ought not to have been introduced and implemented. For the avoidance of doubt, the suspects have been handed over to the EFCC for further investigations and prosecution.
It is pertinent to state that these successes were recorded as a result of proactive and credible intelligence offered by members of the public, sister security agencies and other stakeholders. This Service wish to state that it will continue to deploy every means necessary within its statutory mandate, and armbit of the law to ensure the security and safety of all law-abiding residents and citizens wherever they reside.
It is also germane to urge all and sundry to be extra-vigilant, as well as report any suspicious persons/groups or activities to relevant security agencies, for the sustenance of relative peace in the country

Fayose: Buhari should withdraw 2016 Budget, says; “Budget scam is national embarrassment”

Ekiti State Governor, Mr Ayodele Fayose has urged President Mohammadu Buhari to save the country of the national embarrassment being caused by the 2016 Budget that he presented to the National Assembly by formally withdrawing the budget and representing it.
According to a statement issued on Tuesday by his Special Assistant on Pubic Communications and New Media, Lere Olayinka, the governor said “the President should admit that there were avoidable errors in the budget and since he is human and not immune to errors, he should simply do the needful by presenting a new and credible budget to the National Assembly.”

Governor Fayose described revelation by the Health Minister, Isaac Adewole, that the proposal drawn up by the ministry and submitted to the budget office had been doctored and that “foreign” appropriations, different from what was submitted, had been sneaked in as the height of national embarrassment.

While addressing the Senate Committee on Health during its budget defence session on Monday, Prof Adewole had stunned the Senators when he said; “We have to look into the details of the budget and re-submit it to the committee. This was not what we submitted. We’ll submit another one. We don’t want anything foreign to creep into that budget. What we submitted is not there.”

The minister went further to say that in the revised budget as re-submitted, N15.7 billion for capital allocation was moved to other areas and that there was nothing allocated to public health and family health. In his reaction, Governor Fayose said; “Last week, we were told that the Senate discovered a sum of N10 billion questionably smuggled into the budget of the Ministry of Education for an allegedly questionable subhead.

“Also, we were told of the existence of a budget mafia in the Presidency that was said to be responsible for the embarrassing allocations in the budget. “Before now, we were told that a total of N3.87 billion was allocated for capital projects at the State House Clinic alone, over N700 million more than capital allocation to all the 16 federal teaching hospitals combined.

“Now, a whole minister has come out to say that budgetary provision for his ministry was forged! “If under a President that says he is fighting corruption, the budget of the country got missing and we are now being told that the budget being considered by the National Assembly has been forged, one cannot but be afraid that there is possibility of Nigeria being forged one day, after the original must have gone missing.”

National Assembly members postpone Budget passing indefinitely

Members of the National Assembly have suspended the passage of the 2016 budget indefinitely following the discrepancies in figures that has trailed the budget. NASS members had fixed February 25th as the date for the passage of the budget but have shelved it.

This new development was made known‎ at a joint press conference chaired by Sen. Danjuma Goje, Chairman of the Senate Committee on Appropriation and Abdulmumin Jibrin, Chairman House of Representatives Committee on Appropriation in Abuja today February 9th.
“We need sufficient time to pass a comprehensive budget that is implementable and also acceptable,” Jibrin said.

Health Minister says ministry's budget submitted to the Senate is different from the one it submitted to Budget office

While appearing before the Senate committee on Health to defend its 2016 budget yesterday February 8th, the Minister of Health, Isaac Adewole, said that his ministry's budget proposal submitted to the Senate is different from the one they wrote and sent to the budget office.

According to him, his ministry will have to submit another one:
“We have to look into the details of the budget and re-submit it to the committee. This was not what we submitted. We’ll submit another one. We don’t want anything foreign to creep into that budget. What we submitted is not there.”he said
When asked to speak on the budget of the State House clinic which exceeds the budget of all teaching hospitals in the country, Adewole said :
“The State House Clinic is not under the Ministry of Health. I hope it’s not the same rats that changed things in our budget that changed it. The amount is meant for procurement and purchase of medical equipment. It is very important that you engage them because what happened to us might have also happened to them. It is possible that what is there might not have been what they put there.”he said

Kabila handed over the keys to the cars to DR Congo captain Joel Kimwaki and coach Florent Ibenge at a ceremony in Kinshasa witnessed by an AFP journalist.
Kimwali led his team to a one-sided 3-0 defeat of Mali in Sunday's final in Kigali, Rwanda.

The players and officials were decorated with Sporting Merit medals at a reception held at the presidential palace.

"May this trophy serve to forge peace and stability in our country," Kabila said.

DR Congo became the first country to win the CHAN, which is reserved for players who play in the national leagues, twice after success in the inaugural competition in 2009.
