Colombia's president Juan Manuel Santos on Monday said he was shocked when Miss Colombia won and then immediately lost the Miss Universe crown.
"Our queen was marvelous. She looked spectacular. It was such a disappointment when the host said he'd made a mistake," he told Radio Nacional.

Minister of Information Lai Mohammed says that the last administration is responsible for the lingering Fuel scarcity currently being experienced Nationwide. He said Nigerians are paying for the sins of the last administration. He said this while addressing state house correspondents after the Federal Executive Council meeting today December 21st.
“One of the reasons for the fuel scarcity was the inability of the last government to make adequate provision for fuel subsidy. We do face some other logistic problems but majorly, we are paying for the sins of the last administration.
What I will be telling Nigerians is that what we met on ground is such that we are paying for the sins of the last administration. I am being very serious. You remember that about two weeks ago, we had to go to the National Assembly for a supplementary budget of N674 billion. Of that figure, N522billion was for arrears of fuel subsidy which was incurred as far back as August last year. The solution is what you have seen us doing. The first thing we have done now is to make sure that unlike before when the marketers used to import the major percentage of the fuel. NNPC has been involved in importation, because some of the marketers had stopped importing for a couple of months. If you see any fuel anywhere today, it is imported by the NNPC. We also inherited the vandalisation of the pipelines which has made it impossible for us to even transport the fuel. In tanks today we have 14 days reserve and off tank we have 10 days reserve. The issue is not non-availability of the product it is the distribution, because of pipelines that have been vandalised and the gridlock in Lagos. It takes about five days for anybody to take fuel with tanker in Lagos. As at two days ago this matter has been resolved. The Mosinmi pipeline has been secured and it has lead to the improvement in the distribution, “he said.

Train Crushes 3 Persons In Ilorin (Photo)

Tragedy struck Sunday afternoon in Ilorin as three persons inside a car were crushed to death by a moving train.
Vanguard reliably gathered that the victims, two young men and a lady, were inside a Toyota Camry car with allfour windows wound up when they were crushed by the moving train said to be coming from the north to Offa.
With the car’s windows wound up, the three occupants of the car unknowingly parked on the railway line at Kulende area of Zango as they were said to be carried away by what they were doing in the car.
An eye witness said: “As the train was fast approaching, several shouts and alerts by the passers by to the three occupants inside the Toyota Camry car to drive away from the railway line failed as they could not hear what the people were saying.
“Consequently, the oncoming train heavily crushed the car with the occupants, causing commotion and pandemonium in the area.”
The incident which occurred at the rail line at Kulende area of the state capital caught many by surprise as such incident had never happened in the area since the existence of the railway line.
The remains of the victims were immediately taken to University of Ilorin Teaching Hospital as at press time.
Residents of the area were seen discussing the tragedy in groups when Vanguard visited yesterday.

A notorious leader of the insurgent group, Boko Haram as well as two other members known for terrorising Sabon Gari and Damboa, in Borno, have been killed by Nigerian troops.
Nigerian Army, Colonel Sani Usman said the suspected terrorists were killed on Sunday, by soldiers on fighting patrol.

The statement said, ”As part of their determined efforts to rid the society of all known Boko Haram terrorists enclaves and hideouts, troops of 25 Task Force Brigade based on tip off conducted a fighting patrol along Damboa-Njaba-Bale road in Borno State.
”The troops encountered and killed three suspected Boko Haram terrorists that had been terrorizing the communities around Sabon Gari and Damboa.
”Among those killed was the Boko Haram terrorists Ameer (Leader) in Bulayaga. The Ameer was notorious in terrorizing Bale, Wass and Mufurundi villages.
”The troops recovered an AK-47 rifle with its magazine, 43 rounds of 7.62mm Special Ammunition, 1 Grinding Machine and 5 Dane Guns. Other items recovered include 7 Motorcycles,21 bags of grains and 2 Boko Haram terrorists flags hoisted.
”In a related development today, troops of 7 Division Garrison on patrol at Mainari village in Mafa Local Government Area had an encounter with Boko Haram terrorists.

The encounter led to the killing of 9 terrorists and recovery of weapons which includes 4 AK-47 and 1 Pump Action Gun. The patrol teams have continued to dominate the respective areas.”‎

Carlo Ancelotti has agreed a contract in principle with Bayern Munich to replace Pep Guardiola at the end of the season. The German club is set to announce that he is joining the club in the next few days.
Pep Guardiola is to leave Bayern Munich at the end of this season and will be replaced by Carlo Ancelotti, the club have confirmed.
Guardiola, whose three-year contract expires this summer, is thought to be keen on a fresh challenge after securing two Bundesliga titles in his first two seasons in Munich.
Experienced Italian Ancelotti, who has been out of work since being sacked by Real Madrid in May, will sign a three-year contract to take over Bayern this summer.
Bayern chief executive Karl-Heinz Rummenigge confirmed the news on Sunday, thanking Guardiola for his work with the team.
“We are thankful to Guardiola for all he gave our club and hope to celebrate more success in the current season. With Ancelotti we have another very successful coach coming to Bayern. We are looking forward to working together,” Rummenigge told Bild newspaper.
In a statement, Ancelotti revealed he had no hesitation in accepting once Bayern made their offer. “It’s an honour for me to be part of this great club next season, FC Bayern Munich. When I knew of the club’s interest I didn’t want to consider any other offer. I honestly wish FC Bayern Munich and my friend Pep Guardiola the best for the current season,” Ancelotti said.
It is believed Guardiola made his decision to leave some time ago and informed the club, enabling them to step up their pursuit of Ancelotti.
Speaking at a press conference on Friday, Guardiola revealed: “Kalle [Rummenigge] knows absolutely everything.”

A University of Port Harcourt student Edah Oghenekevwe Richard lost his life last night after he was allegedly hit by a police van driving one-way.
Richard, whose birthday it was yesterday, was on his way back from Church and standing along Assemblies of God Church junction in Alakahia, PH, when he was allegedly hit by Police Van with registration number NPF 1791D driven by Inspector John Kanu.
“The police van after hitting the boy, tried to drive off but were stopped by onlookers at the junction and eyewitnesses who demanded that the victim be taken to the hospital.
The police agreed and took him to the University of Portharcourt Teaching Hospital (UPTH), but on reaching there, they allegedly told the attending nurses that they just picked him while they were driving along NNPC Filling station at Rumuosi and they weren’t aware of what had happened to him.” a source close to the case told LIB exclusively
“It was one of the nurses in the hospital that took down the details of one of the policemen involved. When called by the family members of the boy, the policeman denied it in it’s entirety.
The police up till now are still denying the incident despite the several onlookers and eyewitnesses that were at the scene of the accident.” he added

A House of Representatives ad hoc committee is probing the “suspicious” transfer to another account of N1.17bilion approved for a Federal Government agency.
The committee is seeking answers to why the immediate past Minister of Finance and Coordinating Minister for the Economy, Dr. Ngozi Okonjo-Iweala, reversed a presidential directive which approved the money for the Sokoto Rima River Basin Development Authority (SRRBA).
Besides, the committee is seeking to establish:
•Who applied for the withdrawal since payment was initiated through an application by the SRRBDA?
•How a ministerial directive can override a presidential approval;
•Where the money was returned to after it was withdrawn from the account of the Authority; and
•Whether the withdrawal was politically motivated given the time of the withdrawal
The committee has hinted of the likelihood of inviting the ex-minister.
Mrs Okonjo-Iweala is at the centre of a storm over her release of $330m Abacha loot to the Office of the National Security Adviser (ONSA), without appropriation.
The money, which she said was meant as a loan for arms procurement, later turned out to be part of the cash being shred to politicians and friends of that government before the last general election.
President Goodluck Jonathan, in a letter, approved the release of the money to the River Basin Authority.
The approval was conveyed to the Accountant General of the Federation (AGF) by the (then) minister of Finance, according to the office of the AGF.
The payment was made into the accounts of the SRRBDA on March 9 but withdrawn in two tranches within a week, two months later in May.
The first withdrawal of N784m was made on 6th May, 2015. The second, N90m, was effected on 12th May 2015 but executed on 16th May 2015 by the CBN.
Only N874.6million was withdrawn by the Central Bank of Nigeria (CBN) from the account of SRRBDA because the agency had started spending the money.
The investigative hearing by the ad hoc committee was told how the CBN credited and reversed the payment on the directives of the Office of the Accountant General of the Federation (OAGF).
The Committee, it was learnt, would request from the CBN records of tranfer and reversal of the money from the Natural Resources account and other accounts.
SRRBDA’s Managing Director (MD) Mukhtar Anka said the agency made an appeal to (then) President Jonathan, knowing that the agency had some outstanding funds with the Federal government, “Because all our previous budgets were never fully released since 2012.
“We could no longer meet our projects and contractual obligations while our contractors were bothering us.That was why we made the appeal,” he said.
The representative of the CBN, Suleman Barau, told the committee that the bank carried out its duties based on approved and duly-signed mandates from the OAGF, who owns all accounts of Ministries, Departments and Agencies (MDA).
Mr. M Dikwa, Director, Funds, who represented the Accountant General of the Federation (AGF), Ahmed Idris, said the reversal of the fund was carried out through a ministerial memoranda, unlike the approval that was effected through a presidential approval.
He also disclosed that the OAGF will recover the balance from the SRRBDA when there is enough money in its account since it had already spent out of it.
When the Committee asked the AGF why the withdrawals were made, Dikwa said some discrepancies were discovered after the payment.
He said the one-page approval letter had no attachment detailing the purpose of the funds. It was also discovered that the Federal Government had already paid the said amount by way of budgetary allocations.
The committee wondered if the reversal was politically-motivated, considering the period of reversal and the 2015 general elections.
The Evelyn Oboro-led Committee regretted that many of such payments may have been made by the AGF in the past only to claim to have made new discoveries later.
When the committee asked the AGF to produce the application for the withdrawal, the AGF could not produce any.
Also, the AGF had no response when asked by the committee to justify effecting the withdrawal with a ministerial directive while the approval for payment was by a presidential directive .
The committee faulted the AGF for failing to conduct needs assessment and due diligence before effecting payment of funds to MDAs.
Oboro said: “Conduct of post mortem after payments does not seem to promote transparency and accountability.
“We are interested in who applied for the withdrawal since payment was initiated through an application by the SRRBDA.
“More importantly, there is a need to know how a ministerial directive can override a presidential approval.
“We also want to know where the money was returned to after it was withdrawn from the account of the Authority.
“We are only interested in how to make agencies of government can be responsive to the people.
“This is an organisation that can bring a whole lot to the agricultural sector in that region and the country as a whole, yet through whatever what we are yet to understand, it was being deliberately starved of funds. We are determined to get to the bottom of the matter.”
The investigation continues.

Banks Stop Use Of ATM Cards Abroad

Deposit Money Banks have commenced a process to stop all customers from using their payment cards, popularly known as Automated Teller Machine cards, for dollar-denominated transactions when they travel abroad with effect from January 1, 2016.
SUNDAY PUNCH’s investigation also revealed the banks would not allow their customers to use naira-denominated ATM cards locally for transactions denominated in forex.
This means bank customers will not be able to use their cards to buy products from foreign e-commerce sites like e-bay and amazon.com in which payments are made in forex.
The development follows the lingering scarcity of foreign exchange, especially the dollar, to settle obligations arising from customers’ use of the ATM cards for forex-denominated transactions.
Already, Standard Chartered Bank has notified its customers that from January 1, 2016, they will not be able to use their naira-denominated ATM cards for transactions that are denominated in foreign currencies, either locally or when they travel abroad.
In a notice to its customers, Standard Chartered said, “This is to notify you that from January 1, 2016, your naira card will no longer be enabled for international use. This is as a result of the limited foreign exchange supply in the financial market.”
Asked how long the suspension of cards from international transactions would be, the spokesperson for Standard Chartered Nigeria, Mrs. Dayo Adurogbo, said, “We cannot give a definite date. It depends on how soon it is available. We will do everything to meet our customers’ demand once it is available.”
Further findings showed that a number of other banks had stopped customers from using their ATM cards abroad but had yet to officially communicate this to them.
Some customers told our correspondent that when they notified their banks of plans to travel and the need to enable their cards work overseas, they were simply informed that the cards could not be enabled for now due to issues relating to forex scarcity.
SUNDAY PUNCH findings showed others banks might issue notices similar to that of Standard Chartered Bank before the end of the year.
“We had some discussions recently and some top bank officials said they would stop customers from using their naira-denominated cards for international transactions due to the serious challenges in getting forex to settle their international partners,” a top bank official, who spoke on condition of anonymity because he was not authorised to speak on the matter, said on Friday.
The current situation means customers travelling abroad for Christmas and New Year may face severe payment challenges, a situation that may mar their shopping plans.
The fall in prices of crude oil, the main earner of foreign exchange for Nigeria, has made the nation’s forex income to reduce drastically, creating dollar scarcity crisis for the Central Bank of Nigeria.
The CBN has been rationing dollar to banks, importers and other forex users as the nation’s foreign exchange reserves continue to deplete, hitting $29.4bn on December 7, 2015.
The PUNCH had exclusively reported on Thursday that banks had cut the amount that their customers could spend using their debit and credit cards abroad by between 70 and 90 per cent. This took effect during the first week of December for the majority of the banks.
Specifically, banks cut customers’ card spending in foreign currencies from the annual $50,000 allowed by the CBN to between $5,000 and $15,000.
According to findings by our correspondent, Ecobank Nigeria Plc has reduced its limit from $50,000 to $5,000, with a maximum of $500 monthly and $100 daily expenditure.
Skye Bank Plc, in a notice to its customers via email, also slashed its international card spending limit from $50,000 to $12,000 annually, a maximum of $1,000 monthly and $100 daily.
Wema Bank Plc also slashed spending on its payment cards from $50,000 to $10,000 annually, $1,000 monthly and $100 daily.
Although other banks have yet to confirm their new international card spending limits, findings by our correspondent revealed that the new limits for most of them ranged from $5,000 to $15,000 annually, and $500 to $1,000 monthly.

D’Banj is now pleading with fans not to force him into marriage.
News had gone round earlier that the musician was planning a quiet wedding before the end of the year – a claim he has since denied.
He disclosed, “Just because I said I am getting married soon, everyone is impatient. The year has not ended so people should be patient and not be in a hurry about me getting married. I will get married when I am ready and not when the world wants me to. Marriage is a lifetime journey,” he said.

Disaster on Miss Universe 2015 as Steve Harvey announces the wrong winner on live TV

Miss Colombia wiped away tears of joy as the $30,000 blue diamond and topaz crown was placed upon her head and she was named Miss Universe 2015, winning the title for her country for the second year in a row. But her glory only lasted for two minutes.
Just as Ariadna Gutierrez was blowing kisses and waving to her adoring fans she was informed, on live television, that it was actually Miss Philippines Pia Alonzo who was meant to be wearing the crown.
Steve Harvey strolled up on stage, the shame already evident on his face, when he told the crowd 'Folks, I have to apologize.''The first runner-up,' he then announced. 'Is Colombia.' 'Miss Universe 2015,' Harvey then dramatically clarified, 'Is Miss Philippines.'

Miss Philippines stared wide-eyed at the audience, her lip quivering as Miss USA whispered into her ear and she realized what exactly those words meant.
 
Pia joined Ariadna on stage and stared into the audinece in shock, Miss Universe 2014 Paulina Vega giving her fellow countrywoman a comforting pat on the back just minutes after they had shared a victorious embrace.  
'Folks let me take control of this,' Harvey told the sea of boos and cheers. 'This is exactly what's on the card,' he then said, displaying the results on the camera. 'I will take responsibility for this, it was my mistake,' he continued. 
'I can show it to your right here, the first runner up is Colombia,' it's my mistake, still a great night. Please don't hold it against the ladies.'
And then came for the heartbreaking moment when Miss Colombia had to bend down, allowing Vega, Ms Universe 2014, to remove the crown and place it on Miss Philippines head instead.
The telecast then came to an abrupt stop, cutting without credits or allowing Miss Philippines to take her first walk as Miss Universe.
‘I want to apologize emphatically to Miss Philippians and Miss Columbia,’ Harvey wrote in a tweet that has since been deleted in which he spelled both of the women’s countries wrong. ‘This was a terribly honest human mistake and I am so regretful.’
Fans immediately took to social media to react to the mistake, criticizing Harvey, expressing regret for Miss Colombia and praise for Pia.
‘Hey #SteveHarvey, good thing Pablo Escobar is dead. #MissUniverse2015’, tweeted one user. 
Another asked: ‘Can I hug Miss Colombia right now?’
‘I have to hand it to #PiaWurtzbach,’ wrote another. ‘She was careful w her reaction when she was called as Ms Universe. She knew a colleague was embarrassed.
