National Intelligence Agency (NIA) Never Briefed Buhari On Any ‘Covert’ Projects

The National Intelligence Agency (NIA) never briefed President Muhammadu Buhari on its ‘covert projects’ being supposedly financed with the monies recovered from an Ikoyi flat, presidency sources have told TheCable.

This has further raised suspicion that the monies were being warehoused for individual use and not for official purposes.

On Wednesday, EFCC said it discovered $43.4m, £27,800 and N23.2m in a house in Ikoyi, Lagos following a tip-off from a whistle blower.

There was a flurry of speculation on who actually owns the money, with names of prominent Nigerians being mentioned.

The NIA stepped up to claim ownership, saying the funds were approved by former president Goodluck Jonathan for “covert” security projects.

However, government insiders have informed TheCable that “it is a rooster and bull story”.

“It is impossible, probably treasonable, that a security agency will be carrying out covert operations without the knowledge of the sitting president and commander-in-chief of the armed forces,” the source said.

“The president has been in power for nearly two years now and not once did the NIA DG mention any such project to him, either at security meetings or one-on-one.

“From what we know so far, funds were indeed approved by Jonathan for the agency in late 2014. But like the monies released for Boko Haram operations, the funds were diverted for non-security use. That is why they ended up in a private residence.

“It appears the funds were diverted for the 2015 elections but some smarter guys kept part for personal use.”

'SENSITIVE DOCUMENTS’

Ayodele Oke, the NIA director-general, was appointed by Jonathan in November 2013 and [RETAINED] by Buhari, even though he replaced other security chiefs in August 2015.

While the Ikoyi operation was underway on Wednesday, Oke was reported to have run to the office of Ibrahim Magu, the EFCC chairman, to inform him that there were “covert” security funds in the flat being searched by the operatives.

However, TheCable understands that Oke only told Magu that there were “sensitive documents” in the house and pleaded that EFCC should abort the operation.

A security official who spoke to TheCable on Friday said “that was what gave away the game”.

“Oke had never mentioned any discreet project being executed by NIA since he started holding security meetings with the president in June 2015,” the official said.

“He never mentioned anything of this nature to the president in private either. For him to be coming up with this story in April 2017 — for the first time — there is a clear case of an attempted cover-up.”

Gordon Obuah, the chief security officer to Jonathan from 2010-2015, died suddenly on Thursday after a “massive heart attack”, leading to speculation that he might also have known about the funds.

He was being investigated separately by the DSS over security funds linked to him and had his movement curtailed by the secret police in the last two years.

UNANSWERED QUESTIONS

Several posers are being raised which further put a dent on NIA’s claims of ownership.

“To start with, if the president, if the national security adviser and if other security chiefs were never aware of covert projects until now, that in itself is a big problem,” another top official said.

“Second, if NIA needs such a huge amount of money in Nigeria, it has enough safes in fortified offices to keep it. It does not need an unprotected private residence. It makes no sense to keep the funds in a private residence without putting operatives on guard.

“Third, if a covert project was approved and monies were collected more than two years ago, are the projects still being executed? Why was no progress report filed with the president? Budgets are released yearly and unspent funds are retired yearly. There is also no record that the NIA sought exemption or got approval to keep the monies away from TSA.”

The source said the president is awaiting reports from the national security adviser, Babagana Monguno, before taking further action.

Senator Dino Melaye Escapes Assassination Attempt In His Kogi Home

THE senator representing Kogi west senatorial district, Dino Melaye, on Saturday escaped assassination attempt on his life as unknown gunmen attacked his residence in Ayetoro-Gbede, Ijumu local government area of the state.

The assailants were said to have invaded the residence at about 12 am, shooting sporadically into the building.

After the rain of bullet that lasted over one hour, two of the vehicles parked within the premises were damaged, while part of the building was also destroyed.

Narrating his ordeal to newsmen, the senator said the assailants came in some minutes after 12 midnight and started shooting indiscriminately into his building.

He said the hoodlums shot at intervals with little break for more than one hour where two vehicles, a security van and caravan bus were destroyed.

The lawmaker however accused chairman of the local government, Taofiq Isa, of masterminding the attack because of his criticism of the state government.

“I got a rousy welcome from Kabba to my home town yesterday (Friday) and I know it angered the power that be in the state which mobilised for this assassination attempt on my life.

“At about midnight we started hearing gunshot. They fired more than 200 rounds of bullet into the house. This attempt to kill me will not stop me from speaking the truth.

“If I speak the truth I will die, if I lie I will die. Me, I’ve decided to speak the truth and die. I’m not afraid of death. I only respect men I don’t fear them.

“This attempt is being championed by the chairman of my local government. He had said it many times that he will do everything to stop me from coming home. Beside, those assailants when leaving were chanting ‘We will know if it’s Taofiq that owns the land or you.

“I am championing an administrative course. I will continue to speak and be voice to the voiceless. I’m not deterred, I remain resolute to make Kogi better. Noting will stop me from coming home.”

Melaye also said accused the Police division of Aiyetoro Gbede that allegedly failed to come to his house until three hours after the assailants had left despite being a stone thrown from his house.

“The DPO did not come to my house until three hours later. Even the area command in Kabba was not notified until I called the CP. I suspect a satanic collabo between Taofiq and the police in Aiyetoro because the duo had a meeting two days ago.

“Only God will protect us in this country but definitely not the police”.

However, the local government chairman, who is also the Association of Local Government of Nigeria (ALGON), said he had no hand in the alleged attack on the senator.

He said he had never been a violent person, saying he had been busy attending to his sick wife.

Isa, who challenged Melaye to prove his allegation against him said, “I’ve never been a violent man. My running battle with Dino if any is because I have asked him to stop vilifying the state governor, Yahaya Bello.

“Let him (Dino) prove it. I lost my uncle a week ago, I’m still attending to my sick wife and busy supervising the APC re- registration programs. I’m a democrat and law abiding. I challenge Dino to prove his case.”

Meanwhile, the state Police Public Relations Officer (PPRO), William Aya, said the command had already commenced investigation into the issue.dino, kogi

Big Brother Naija Reality TV Show first runner-up, Bisola, has debunked rumour of being married before now. According to Bisola, what an Instagram fan who campaigned for votes on her behalf, wrote was untrue, as she never had a groom who never showed up on their wedding day.

On being married in her interview, the beautiful mother of one said;

“I have never been married and I have never been to the altar.”

On if she is in any relationship now:

“A relationship would come when the time is right and there are certain things that you do not force. I would not bother myself with a relationship because my main aim is to be successful and take care of my family very well. That alone is a good driving force, along the line, it would come. Are you telling me that successful people do not find love? They do, even when they are really successful. I would not force it because it is not something I would force. It is going to be a gentle and slow process,” she said.

On TTT:

“There is no bad blood between Thin Tall Tony and I but I have to respect the institution of holy matrimony. I did not know that he was married, I found out when we left the house and I have to respect his wife. If there is work to do, we would attack it professionally. I went into the house to have fun and not to brew a relationship. TTT and I would be friends outside the show but I am not looking for a relationship from him,” Bisola said.

On her plans to return to school, Bisola told Saturday Beats;

“I have plans to go back to school and I would love to major in something that I am really passionate about which is film production. It took me nine years to get to the Big Brother house. I had been auditioning for nine years and finally I was in the house. That is winning. Getting into that house after years of struggle is winning for me, making it to the finals was a big win for me even though I did not go home with the money.”

"If you recollect in 2015, we said that gas turbines built by Former Governor Peter Odili were sold to Sahara Energy, business partners of Chibuike Rotimi Amaechi at $319million.

"That money was used to sponsor the All Progressives Congress for the 2015 general elections. From the date of sale of the gas turbines to May 29, 2015, the money depleted from $319million to $204,000 . What was stashed at the Ikoyi residence was part of that fund".

He said: "As I speak to you, the Federal Government is so embarrassed that this has happened. All the stories that the money belongs to the NIA are fake".

Governor Wike challenged the Federal Government to set up a panel of Inquiry , which will sit publicly to investigate the money, if it doubted the claim of the Rivers State Government.

He stated that the Rivers State Government needs the money to complete an array of projects, insisting that on no account would this criminal activity be swept under the carpet.
